About this file
This document is a vendor information sheet for Wisconsin's Statewide Telephone Interpretation Services contract #505ENT-M18-TELEINTERP-00, managed by Kristina Harris of the Wisconsin Department of Administration (DOA/SBOP). The contract is mandatory for Wisconsin state agencies (optional for UW System and campuses) and available for cooperative purchasing by Wisconsin municipalities. Five vendors have been awarded contracts: Interpreters Unlimited ($0.53 per minute), Proprio Language Services ($0.52 per minute), WorldWide Interpreters ($0.56 per minute), Language Link ($0.63 per minute), and Lionbridge Global Solutions II ($0.67 per minute).
The contract provides telephone interpretation services for Wisconsin agencies serving clients with limited English proficiency (LEP), covering 24 core languages including Spanish, Mandarin, Arabic, Hmong, Somali, and others, plus numerous non-core languages. Services are accessed via toll-free numbers with interpreter connection times within 30 seconds for core languages and up to 4 minutes maximum. The contract includes multiple proficiency levels (general, scientific, educational, legal, and medical) and allows use of state purchasing cards (P-Cards) and ACH payments. The contract ran from October 1, 2018 through September 30, 2024, with two renewal periods already exercised. All vendors have signed HIPAA Business Associate Agreements, and any use of non-contracted vendors requires prior approval through a Business Case Exception process.

| Tips for telephone interpretation: | |||
| Only say what you want to be interpreted - don't speak to the interpreter outside of the conversation with the client, and speak as though you are directly addressing the client. | |||
| Speak one or two sentences at a time, and pause to allow time for interpretation, or for the interpreter for ask for any clarification. | |||
| Use simple language, and define any lingo, acronyms, etc. | |||
| Note the listings for each vendor, by language, for scientific, educational, medical, and legal proficiencies. | |||
| BUSINESS CASE EXCEPTIONS (BCE) - formerly called Waivers using form DOA-3727: | |||
| Any use of non-contracted vendors (including vendors awarded a different contract than the service being requested – for example, using a vendor from the in-person interpretation contract for a video remote call) requires a BCE submitted via email to | |||
| Kristina Harris (kristina.harris@wisconsin.gov) for prior approval. The email must include documentation that you contacted all contracted vendors, an explanation why the service required cannot be provided by the contracted vendors, and the non-contracted | |||
| vendor name and pricing you are requesting to use. | |||
| No DOA form is needed - BCE's can be submitted via email. | kristina.harris@wisconsin.gov |
