About this file

This is Addendum No. 1 to the contract documents for the River City Nature Park Restroom Addition (Bid Number 02-20R) issued by CPH, Inc. for the City of DeBary, Florida on December 13, 2019. The project scope includes installation of a prefabricated restroom building with site improvements, septic system installation, and water main extension at River City Nature Park. The addendum clarifies and revises multiple aspects of the original contract documents, including revised septic system plans (Sheets 2 and 3), electrical site plans, and drain field configuration. The mandatory pre-bid meeting was held on December 10, 2019 at DeBary City Hall, with sealed bids due by 2:00 P.M. on December 19, 2019 to 16 Columba Ave, DeBary, Florida. The contract term is 120 calendar days. The addendum addresses 50 questions submitted by prospective bidders regarding specifications, material requirements, septic system design, electrical provisions, site conditions, permitting, and construction logistics.

Key specifications include a 1,050-gallon multi-chambered concrete septic tank serving an estimated 400 gallons per day sewage flow, a 35-foot by 25-foot drain field with three 60-foot trenches, 1,745 linear feet of 2-inch polyethylene water main with tie-in to existing 4-inch water main via tapping sleeve, installation of ADA-compliant mirrors and hand dryers, and 15,000 square feet of sod placement in disturbed areas. Approved pre-engineered restroom building manufacturers include Leesburg (basis for design), Romtec, CXT, and Phifer Industries. The contractor is responsible for all required pressure testing, chlorine testing, subsurface testing, permit fees, and site preparation including gravel base installation. The project budget is between $200,000 and $250,000. This is a federally assisted project subject to Davis-Bacon Act prevailing wage requirements, Copeland Act anti-kickback provisions, and Section 3 and M/WBE compliance; MWBE participation is encouraged but not required for bid eligibility.

Response: The two treed areas are proposed to be installed via directional drill.

37. Is silt fencing required around the septic/restroom construction areas?

Response: Yes.

38. Directional boring thru the creek area is shown. Another low area closer to the new restroom is full of trees along the piping run. Can the piping run be re-routed further from the road anywhere that large trees are encountered?

Response: Any deviations from the plans should be approved and coordinated prior to construction.

39. The septic drainfield is located inside the dripline of the largest 2 oak trees in the park. Is the septic drainfield location/excavation/backfill going to damage the root system of these trees?

Response: Not at this time. See the revised plan sheets attached to this Addendum for the proposed location of the drainfield.

43. Are soil density tests or concrete tests required?

Response: Sidewalk is considered non-structural and does not require any concrete testing. If the building manufacturer requires a concrete foundation, testing will be required.
