Domestic Violence - Statewide

The Arizona Master Agreement CTR066191, administered by the Division of Community Assistance and Development, is an indefinite delivery vehicle for statewide domestic violence services. The contract enables Catholic Community Services of Southern Arizona to provide comprehensive support across three primary service categories: Shelter Services, Community and Mobile-Based Advocacy, and Transitional Housing. These services are designed to support domestic violence survivors through a range of interventions, including supportive services, case management, crisis intervention, and flexible financial assistance. The contract covers multiple facilities across Arizona, including Safe House, House of Hope, and Forgach House, with service delivery focused in both urban and rural counties.

The master agreement is awarded to Catholic Community Services of Southern Arizona, Inc., with an initial contract period from July 1, 2023, to June 30, 2024, and potential extensions up to five years. The contract is funded through approximately $14 million in annual allocations from multiple sources, including the Family Violence Prevention and Services Act (FVPSA), Temporary Assistance for Needy Families (TANF), and various state and federal grants. The contract is structured as a fixed-price vehicle with price adjustments, reimbursing actual allowable costs not to exceed the service reimbursement ceiling specified in the Itemized Service Budget. Geographically, the contract covers the entire State of Arizona, with funding allocation approximately 60% for urban areas and 40% for rural counties.
