About this opportunity

The National Institute of Food and Agriculture seeks applicants for the Children, Youth, and Families At-Risk Professional Development and Technical Assistance Program with an application deadline of September 1, 2026 at 5:00 P.M. Eastern Time. This is a single-award grant of $1,360,000 for a 12-month period with no matching funds required, though cost-sharing is encouraged.

Eligible applicants are restricted to Cooperative Extension programs at 1890 Land-grant Institutions (including Tuskegee University, Central State University, and West Virginia State University), 1862 Land-grant Colleges and Universities, the University of the District of Columbia, and 1994 Land-grant Institutions, with only one application permitted per institution.

The award recipient will provide professional development, technical assistance, training, and technology support to CYFAR Supportable Community Project sites serving at-risk children, youth, and families across four national outcome areas: Early Childhood, School Age, Teen, and Parent/Family. Key deliverables include developing a communication and training plan with local, regional, and national components; coordinating annual professional development sessions for all CYFAR recipients with new recipient orientations; implementing evaluation training for SCP sites; developing the CYFAR Annual Report and data collection systems; and providing technical assistance through annual physical site visits to one-third of all SCP sites. The applicant must address internet technology integration, conduct formative and summative evaluations, and leverage subawards to other Land-grant institutions, with subawardee support limited to $50,000 annually for professional development workshops.

Evaluation criteria emphasize the applicant's capability to advance the CYFAR mission (20%), implement innovative training and professional development (20%), provide technological support (20%), manage staff across multiple sites (10%), work with multiple audiences (10%), conduct quality site visits and evaluations (10%), include a comprehensive logic model (5%), and develop a feasible data management plan (5%). Indirect costs are not authorized under this program.

The opportunity is assigned to CFDA 10.521.

Synopsis

CYFAR marshals the resources of the Land-grant and the Cooperative Extension Systems so that, in collaboration with other organizations, they can develop and deliver educational programs to youth who are at risk for not meeting basic human needs. These programs provide youth with the skills they need to lead positive, productive, and contributing lives; participating youth make a difference socially. CYFAR-PDTA partnering universities will build connections, competency, and capacity to help communities develop and sustain holistic programs for at-risk children, youth, and families who are under-served and under-represented. CYFAR-PDTA will provide professional development and technical assistance to Supportable Community Projects (SCP) to ensure continued development and implementation of the CYFAR Supportable Community program. CYFAR-PDTA, collaboratively through the Extension system, will provide the components of programming, evaluation, technology, and technical assistance.
