About this opportunity
The City of Cheyenne, Wyoming is soliciting proposals through Request for Proposal 3-26 for analytical and design engineering services for the Yellowstone Road and Dell Range Boulevard Rehabilitation and Improvements Project. The procurement seeks professional engineering firms to develop complete construction documents including plans, specifications, and cost estimates, along with project management, traffic studies, intersection and signal design, topographic and right-of-way surveying, roadway and storm sewer design, geotechnical investigation, and utility coordination. The project scope covers the Yellowstone Road and Dell Range Boulevard intersection extending north to Carroll Avenue, east to Sunset Drive, and south approximately 700 feet to Central Avenue. The lead Civil Engineer must be licensed in Wyoming with a minimum of 10 years of design experience in intersection design, signal design, and roadway design, with in-house or sub-consulting capacity for surveying and geotechnical services. Deliverables include formal plan submittals at four stages: Preliminary Plans (30% complete), 60% Plans, 90% Plans, and Final Plans (100% complete), with design completion targeted for April 30, 2026 and overall project completion by January 29, 2027. The evaluation process consists of two rounds: written technical proposals (not exceeding 25 pages submitted as a single PDF) evaluated on March 13, 2026, followed by interviews on March 20, 2026, with selection criteria including experience and personnel qualifications (weight: 5), past performance on City or public projects (weight: 3), knowledge and technical expertise (weight: 5), familiarity with the local project area (weight: 5), proposal compliance (weight: 4), related project experience (weight: 5), understanding of project requirements (weight: 5), consultant capacity and personnel commitment (weight: 3), and interview responsiveness (weight: 2). Key deadlines include a non-mandatory pre-proposal meeting on February 17, 2026 at 3:00 pm via Zoom, written questions due by February 20, 2026, addendum responses due by February 24, 2026, and electronic proposal submission through the City's eProcurement portal no later than 3:00 pm on March 9, 2026, with the Professional Services Agreement anticipated to be executed by April 29, 2026.
Proposers must be professional engineering firms with engineers licensed by the Wyoming Board of Professional Engineers and Professional Land Surveyors and must be registered with the Wyoming Secretary of State to conduct business in Wyoming prior to submitting proposals; failure to meet these requirements will result in automatic proposal rejection. No specific set-aside designations for disadvantaged enterprises are identified in the procurement documents. No incumbent vendors or current contractors are listed for this new project. Proposals must include company information, detailed qualifications of key project personnel, three to five relevant project references completed within the preceding five years, a project schedule, and a statement of understanding and approach to the project scope, along with a separate price proposal containing a complete line-item budget with billing rate breakdowns for all tasks outlined in the Scope of Work. Pricing must remain valid for at least 120 days from submission. The project is funded entirely by the City of Cheyenne's 5th Penny Optional Sales tax, and the compensation structure is unit-based with a negotiated not-to-exceed amount and payment schedules established for each plan submittal stage; however, the specific budget range or award value is not disclosed in the RFP documents. The City reserves the right to reject any or all proposals, split awards, delay award decisions, conduct pre-award surveys, and cancel the procurement process at any time during evaluation.
