A.1. Overview

Consultant services for the Yellowstone Road and Dell Range Boulevard Rehabilitation and Improvements

Project include the design and development of a complete set of construction documents, including plans, specifications, and estimates. Any innovative, cost-effective solutions that meet the project goals will be considered during project scoping negotiations and incorporated into the design. The scope of work for this project will include project management; traffic studies; intersection and traffic signal design; topographic and right-of-way surveying; roadway and storm sewer design; geotechnical investigation; and utility location coordination and design.

The project requires a professional design team that includes a Civil Engineer licensed in the State of

Wyoming, with a minimum of 10 years of design experience in one or more of the following disciplines:

intersection and signal design, roadway design, and the ability to provide in-house services or sub-consulting capacity for surveying, geotechnical investigation, and other required project disciplines.

A.2. Project Description

A.2.a Overview

The project is located at Yellowstone Road and Dell Range Boulevard intersection and extends north to the south side of Carroll Avenue, east to the east side of Sunset Drive, and south approximately 700 feet to the north edge of the concrete pavement at the Yellowstone Road and Central Avenue intersection. The project is comprised of intersection and traffic signal design, roadway design, and storm sewer design.

A traffic study shall be conducted using estimated volume from the year 2050 to analyze the storage length required for the turning lanes for both roadways. The traffic study shall also provide intersection levels of service and intersection improvement recommendations for the Yellowstone Road and Dell Range

Boulevard intersection as well as the Dell Range Boulevard and Sunset Drive intersection.

The intersection design also includes updating the traffic signals at the Yellowstone Road and Dell Range

Boulevard intersection, as well as the Dell Range Boulevard and Sunset Drive intersection. Additionally, designated bike lanes shall be considered on both sides of Yellowstone Road, as well as adding turnouts/storage lanes for the existing bus stops.

All existing street signs shall be removed and replaced with new signs. Turn arrow and crosswalk markings shall be installed using thermoplastic paint. Existing streetlights are to remain, however, consideration is to be given for installing a new streetlight at the northbound free-right turn on Yellowstone.

There are not any known drainage concerns. Existing storm inlets will be replaced, and additional inlets shall be considered during design.

A.2.b Project History and Existing Facilities

Yellowstone Road and Dell Range Boulevard intersection is a principal arterial. There is an existing 6” water main running between the Dell Range Boulevard and Sunset Drive intersection and the Yellowstone

Road and Dell Range Boulevard intersection. The water main does not currently cross Yellowstone Road, but the Cheyenne Board of Public Utilities (BOPU) is expected to replace the water main and extend the water main across Yellowstone Road into the adjacent golf course property, with the work anticipated to be taking place the Spring of 2026. Also, a 6” water main runs along Sunset Drive and goes through the Dell

Range Boulevard and Sunset Drive intersection into the Air Guard property to the south and will also be replaced by BOPU. There is a BOPU 8” sanitary sewer line is in the alley between Dell Range Boulevard and Carroll Avenue and crosses Yellowstone Road. BOPU is expected to conduct a rehabilitation project for this facility in the Summer of 2026.

An existing storm sewer line is also located in the west curb line of Yellowstone Road. A set of inlets exist south of the Yellowstone Road and Dell Range Boulevard intersection, with another set located just north of the intersection. Both sets of inlets are in poor condition and need replaced and upgraded.

Several other utilities exist within Yellowstone Road and Dell Range Boulevard and coordination with the facility owners will be required.

A.2.c Proposed Improvements

Proposed improvements include roadway reconstruction, intersection and traffic signal design, storm sewer design, ADA upgrades, and possible utility relocation.

At a minimum, the following should be expected as tasks for the project:

▪ Roadway geometric design.

o Vertical and horizontal alignment of Yellowstone Road and Dell Range Boulevard intersection.

▪ Establishment of a tie between roadway and wet utilities components.

▪ Constraints from driveways, intersections, and overall area topography will allow for only minimal changes to the vertical and horizontal alignments of

▪ Yellowstone Road and Dell Range Boulevard intersection.

▪ ADA facility upgrades in the ROW.

Existing and proposed right-of-way will be shown in the project plan sheets and will include any easements, construction/staging area permits, property acquisitions, and parcel ownership.

A.2.e Project Funding and Timing

There is sufficient funding allocated toward the design of the project. The entirety of the project will be funded by the 5th Penny Optional Sales tax.
