About this file

This document contains evaluation criteria and rating forms for the City of Cheyenne's Request for Proposal (RFP) for consulting services on the Yellowstone Road and Dell Range Boulevard Rehabilitation and Improvements Project in Wyoming. The RFP seeks proposals from professional engineering firms licensed by the Wyoming Board of Professional Engineers and Professional Land Surveyors to provide analytical and design engineering services for the project. Proposers must be registered with the Wyoming Secretary of State to conduct business in the state. The evaluation process consists of two rounds: an initial proposal evaluation phase and a second-round interview phase. The second-round evaluation focuses on related project experience of the consultant team and project manager (weighted at 5), understanding of project requirements including knowledge of community constraints and innovative ideas (weighted at 5), consultant capacity and personnel commitment (weighted at 3), and participation and responsiveness during interviews (weighted at 2). Evaluation ratings range from 0 (item not addressed) to 5 (clearly outstanding), with total scores calculated by multiplying individual ratings by assigned weights.
