About this opportunity

Volusia County's Solid Waste Division is soliciting bids for a comprehensive yard trash grinding and hauling contract covering two primary facilities: the Tomoka Farms Road Landfill in Port Orange and the West Volusia Transfer Station in DeLand, Florida. The procurement seeks qualified vendors to process approximately 126,000 tons annually of mixed yard trash, land clearing debris, and dimensional lumber through grinding operations, with flexible options for on-site processing and material hauling. Contractors must use a "tub" style grinder with appropriate screens, process materials during specified hours (7:00 a.m. to 5:30 p.m., Monday through Saturday), and ensure all processed materials are used for recycling or beneficial reuse such as biomass, waste-to-energy, fuel, or composting in compliance with Florida Department of Environmental Protection guidelines. The solicitation, identified as Invitation for Bid #25-B-93JS, was released on July 3, 2025, with contractor questions due by July 17, 2025, and final bid responses required by July 31, 2025, at 3:00 p.m. The initial contract term is three years, with potential options for two subsequent one-year renewals, and bidders must quote per-ton rates for grinding and hauling services.

The procurement encourages local preference and disadvantaged business enterprise participation, with specific provisions for vendor qualifications and compliance requirements. Contractors must provide comprehensive insurance coverage, including Workers' Compensation, Commercial General Liability, Auto Liability, and Excess Liability insurance, with specific minimum coverage limits and A.M. Best & Company rating requirements. Bidders must complete a Prime/Subcontractor Form detailing all subcontractors and their work disciplines, with the county reserving the right to seek clarification without altering base bid pricing. While no specific budget range is explicitly stated, the annual processing volume of 126,000 tons suggests a substantial contract value. Additional requirements include E-Verify compliance, scrutinized companies certification, and adherence to public records laws. Contractors must maintain a minimum of 20,000 cubic yards of material on-site for county use as daily cover and be prepared to identify and verify permitting for any off-site facilities receiving processed materials.
