About this file
This is a Scope of Work (SOW) for Yard Trash Grinding and Hauling issued by Volusia County Solid Waste Division in Florida, covering services at two facilities: Tomoka Farms Road Landfill in Port Orange and West Volusia Transfer Station in DeLand. The county is soliciting bids from qualified vendors to process mixed and/or segregated yard trash, land clearing debris, and dimensional lumber through grinding operations, with an option to haul processed materials to an approved off-site facility. The annual processing volume averages approximately 126,000 tons, though the county does not guarantee specific quantities. Processing must occur during specified hours (7:00 a.m. to 5:30 p.m. Monday through Saturday), with contractors required to mobilize within five business days of notification and use a "tub" style grinder with various size screens to meet county standards.
The contract requires contractors to handle all aspects of the grinding and potential hauling process, including providing labor, supervision, materials, permits, licenses, insurance, and equipment. Contractors must transport mulch from the West Volusia Transfer Station within 72 hours of grinding operations and ensure all transport vehicles are weighed and covered. An optional pricing component includes air curtain incineration of yard trash and debris, excluding CCA-treated lumber. The mulch produced must be used for recycling or beneficial reuse, such as boiler fuel, biomass, waste-to-energy, or composting, in compliance with Florida Department of Environmental Protection guidelines. Contractors must also maintain a minimum of 20,000 cubic yards of material on-site for county use as daily cover and be prepared to identify and verify the permitting of off-site facilities that will receive the processed mulch.
