About this opportunity
The West Virginia Parkways Authority is requesting quotations for interior demolition services at its Administrative Building located at 2805 Kanawha Boulevard East, Charleston, West Virginia, with bids due September 2, 2026, at 10:30 a.m. A mandatory pre-bid meeting was held August 19, 2026; an additional non-mandatory site visit was scheduled for August 25, 2026.
The scope includes selective interior demolition of all existing electrical systems and associated equipment, hazardous material abatement (including mold remediation), interior demolition work, temporary lighting, refrigerant recovery, final cleaning, and demobilization. The General Contractor must provide temporary power and water for demolition activities and maintain heating and cooling for work forces during mobilization through demobilization. All rooftop mechanical equipment and structural elements remain; no roof work is to be performed. Scope excludes patching exterior holes, providing fire protection, extending weather-tight protections beyond current conditions, and removing underslab piping—only exposed piping removal and capping is required. An Asbestos-Containing Materials Report is available upon request from the Owner's representative at rodney@zmm.com.
The contract duration is 45 calendar days from notice to proceed. Pricing is firm for the contract term with no price adjustment provisions permitted without express authorization from WVPA. Liquidated damages are set at $1,000 per calendar day. Davis-Bacon wage rates do not apply.
The apparent low bidder must provide performance and labor/material payment bonds each equal to 100% of contract value, proof of workers' compensation insurance, and commercial general liability insurance with minimum coverage of $1 million per person/$1 million per occurrence for bodily injury and $1 million per occurrence for property damage. Contractors must possess a valid West Virginia contractor's license and submit a signed drug-free workplace affidavit. All subcontractors performing over $25,000 in work must be listed and approved with contractor license numbers.
Questions were due August 26, 2026, at 10:30 a.m. Bids must be submitted electronically through wvOASIS. All addenda must be acknowledged by completed Addendum Acknowledgement Form submitted with the bid; failure to acknowledge may result in disqualification. Contact Wesley D.
