About this file
This is Addendum No. 02 to a Request for Quotation (RFQ) issued by the West Virginia Parkways Authority (WVPA) for interior demolition services at the WVPA Admin Building in Charleston, West Virginia. The addendum publishes vendor questions and responses submitted during the prebid phase. The project involves complete interior demolition of the administrative building, with the contract duration extended to 45 calendar days from the original 35-day timeline. Key scope elements include removal of all existing electrical systems and associated equipment, hazardous material abatement (including mold remediation), interior demolition, temporary lighting, refrigerant recovery, final cleaning, and demobilization. The GC is responsible for providing temporary power and water for demolition activities, maintaining heating and cooling for work forces during mobilization through demobilization, and coordinating utility disconnections with the Owner, who will provide the work orders. All rooftop mechanical equipment and structural elements are designated to remain, with no roof work to be performed. The scope excludes patching existing exterior holes, providing fire protection, extending weather-tight protections beyond current conditions, and removing underslab piping—only exposed piping removal and capping is required.
The liquidated damages rate is established at $1,000 per calendar day. Davis-Bacon wage rates do not apply to this project. Vendors are required to acknowledge receipt of all addenda by submitting a completed Addendum Acknowledgement Form with their bid; failure to do so may result in bid disqualification. A Hazardous Materials Report is available and must be requested from the Owner's representative at rodney@zmm.com to obtain the ACM (Asbestos-Containing Materials) Report from Pinnacle. The RFQ was revised on April 21, 2021, and addenda responses are dated August 26, 2026, indicating significant changes and clarifications to scope based on contractor inquiries during the prebid phase.

Prebid Questions
1. Question: Is the GC responsible for maintaining fire protection / providing firewatch for the property while under GC Contract?
Response: No
2. Question: GC will have to provide temporary power and water for demo scopes; are both of these utilities still available, functioning, and part of the demo scope? Is the current electrical service 208v/120v or 480v?
Response: Water service is available. The power shall be disconnected and all equipment removed. Temporary electrical service for demolition shall be provided by the GC. The current electrical service is 208v.
3. Question: Please extend the substantial completion to 10 weeks after NTP. A 5-week timeline would require OT and increase costs to this project. Hazmat abatement is an unknown scope at this time but will likely take at least a full week due to the extent of mold present. MEP, make safe, temporary lighting, and refrigerant recovery will likely take another week before full demo can start. I’m projecting full interior demo to take three full weeks, which would hit substantial completion. This does not include permitting, prejob conference, mobilization, final cleaning, and demobilization.
Response: The contract duration is being extended to 45 calendar days.
4. Question: There are several holes in the exterior of the building. Please verify that GC is not responsible for patching these holes, or if the structure is compromised in any way by these existing holes.
Response: No
5. Question: Is GC responsible for temporary heating/cooling of space? If so, is the for the full contract period or only the period from when GC mobilizes until GC demobilizes?
Response: The GC will be responsible for providing heating/cooling for their own work forces from mobilization to demobilization.
6. Question: Demolition narrative says that “the building envelope remains secure and weather-tight”, “The
Contractor shall maintain the building in a secure and weather-tight condition throughout demolition operations”, and “Temporary weather protection… necessary to protect the structure… shall be provided and maintained throughout the Contract”. The building is not weather-tight right now, is GC to include cost in our bid to fix roof leaks, window leaks, door leaks, and patch exterior wall leaks?
Response: No
7. Question: Demolition narrative says “removal of all existing electrical systems and associated equipment not designated to remain, including service equipment scheduled for replacement” Please provide schedule of what electrical equipment is scheduled to remain.
Response: All electrical equipment shall be removed.
8. Question: Are the following required: warranties, pest-control report?
Response: No
9. Question: I could not locate the Liquidated Damages amount within the RFQ. Could this be provided?
Response: $1,000 per calendar day.

10. Question: Thirty-five days to complete the column of interior demolition is excessive. Could the contract duration be extended to 90 days?
Response: The contract duration is being extended to 45 calendar days.
11. Question: Please confirm Davis-Bacon Wages do not apply to this project.
Response: Davis-Bacon wage rates do not apply to this project.
12. Question: The demolition summary indicates for the Contractor to “coordinate” with Utilities. Will the
Owner be providing the Work Orders for the Disconnect of the Electrical Service?
Response: The Owner will provide work orders for disconnecting the electrical service.
13. Question: Which rooftop mechanical equipment is designated to remain?
Response: All rooftop equipment shall remain.
14. Question: The rooftops that need to be demoed, are we to remove curbs as well and repair roof, or cap curbs with cover?
Response: No rooftop equipment shall be demolished.
15. Question: Will exhaust fan curbs need removed and roof work be preformed? Once exhaust fans removed, or to cap with cover?
Response: No exhaust fan curbs shall be removed. No roof work will be performed.
16. Question: Is there a Crawl space or access where the main sewer connection exits the building. After site visit, I was unable to determine if plumbing was in a slab, or if another crawl space was available to access the first-floor restrooms, sanitary plumbing?
Response: If a crawl space exists it is unknown at this time. Some piping is exposed in the basement, while some piping is assumed to be under-slab. No underslab piping is to be removed – only exposed piping. Cap any piping extending underslab.
17. Question: Does the building have any asbestos? Any report taken?
Response: There is a Hazardous Material Report Release Form in the Project Manual. Fill this out and email back to rodney@zmm.com and I will forward you a copy of the ACM Report from Pinnacle.
