About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, procuring on behalf of the Department of Corrections, is requesting bids for wood and lumber products for Kentucky Correctional Industries operations at Green River Correctional Complex (Central City) and Little Sandy Correctional Complex (Elliott County), with bids due July 1, 2026 at 1:30 PM ET. Questions are due June 22, 2026 at 10:00 AM ET. Kentucky Correctional Industries receives a 20% preference on award; qualified bidders receive 15% preference. Kentucky resident bidders receive reciprocal preference equal to the preference given by the nonresident bidder's home state.
The scope includes furniture-grade, kiln-dried hardwood lumber for milling, joinery, and finishing; hardwood plywood (veneer core); veneered MDF panels; particle board; rough hardwood lumber; and pallet products. Annual estimated volume is approximately 30,000 square feet. Material must be straight, dimensionally stable, and free of defects affecting structural integrity or finished appearance. Bids are accepted by product group; vendors may bid on one or more groups, and multiple contracts may be awarded. Pricing shall be quoted on the attached Bid Price Sheet with all shipping, delivery, and installation charges included in quoted prices. Prices must be F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise tax and Kentucky sales/use tax.
Evaluation is best value based on price (100 points) and delivery performance (pass/fail). Vendors must deliver orders within five business days after receipt of order; late deliveries incur a 1% per-day deduction from invoices. The initial contract period is one year from award, with optional renewals for four additional two-year periods subject to written approval by all parties. Price increases are prohibited during the first twelve months; thereafter written justification based on industry-wide price changes is required.
Vendors must register in the Commonwealth eProcurement System, provide Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and provide Automobile Liability Insurance of $1,000,000 if performing deliveries. Bidders must submit completed affidavits attesting compliance with Kentucky campaign finance laws (KRS 45A.110 and 45A.115), Revenue Form 10A100, and certificates of authority for foreign entities.
