About this opportunity
The West Virginia Department of Administration Purchasing Division is requesting quotes for window cleaning services at General Services Division buildings statewide under CRFQ 0211 GSD2700000014, with quotes due August 25, 2026 at 1:30 p.m. and technical questions due August 18, 2026 at 12:00 p.m.
The scope covers interior and exterior window cleaning, including frames, sills, and related glass surfaces at multiple GSD buildings throughout West Virginia, including high-rise structures. Vendors must submit pricing on a lump-sum basis combining inside cleaning (Component A) and outside cleaning (Component B) into a single total price (Component C), with unit pricing and extended pricing for the complete service scope as outlined in the solicitation attachments. Site visits are permitted and encouraged. The contract will be established as a Central Master Agreement with services performed at various GSD building locations as indicated by individual orders.
The contract term is one year with potential for up to three renewal periods, subject to mutual written consent of both the agency and vendor with approval from the Purchasing Division and Attorney General's office. Pricing must be firm for the life of the agreement unless otherwise specified; vendors must extend any publicly advertised sale prices to the state.
Vendors must maintain Commercial General Liability Insurance of at least $1,000,000 per occurrence and Automobile Liability Insurance of at least $1,000,000 per occurrence, with certificates naming the General Services Division as an additional insured. Vendors must be properly registered with the West Virginia Purchasing Division and comply with all applicable federal, state, and local laws. Payment will be made in arrears upon receipt of proper invoices and acceptance of services, with the state requiring electronic funds transfer and P-Card acceptance.
Quotes may be submitted electronically through wvOASIS, in paper form, or by facsimile to 304-558-3970. The point of contact is Jessica L. Riley at 304-558-0246 or jessica.l.riley@wv.gov. No mandatory pre-bid meeting will be held.
