About this opportunity

The West Virginia Department of Administration Purchasing Division is requesting quotes on behalf of the West Virginia Lottery Commission for HVAC preventive and corrective maintenance services at Lottery Headquarters, 900 Pennsylvania Avenue, Charleston, under a Centralized Request for Quote (CRFQ), with bids due September 22, 2026 at 1:30 p.m. ET and a mandatory pre-bid meeting on September 8, 2026 at 10:00 a.m. ET.

The scope covers monthly preventive maintenance and as-needed corrective maintenance for multiple HVAC systems across 13 office floors, including Daikin variable refrigerant volume systems, Trane chillers, McQuay air handlers, Liebert split systems, and auxiliary systems such as stairwell pressurization and electric heaters. The vendor must provide 24-hour emergency service availability, respond to corrective maintenance calls within two hours and arrive on-site within four hours. Required certifications include EPA 608 certification, West Virginia electrician's license, and contractor's license. Vendors must demonstrate prior experience maintaining similar HVAC equipment within the past five years and provide factory authorization documentation from applicable manufacturers.

The pricing structure includes a monthly preventive maintenance fee (all labor and parts included), hourly labor rates for standard and corrective maintenance work, and a parts multiplier for corrective maintenance parts billed on a cost-plus basis. Estimated corrective maintenance is 200 standard hours and 20 overtime hours annually; estimated parts cost is $10,000. The contract total value is capped at $500,000 across all initial and renewal terms, delivery orders, and change orders. Vendors must use the state-provided Exhibit B Pricing Page without substitution; failure to do so may result in disqualification.

Technical questions are due September 15, 2026 at 10:00 a.m. ET. Apparent successful vendors must be registered with the West Virginia Purchasing Division and provide proof of licenses, certifications, and comprehensive insurance prior to award. Funding is contingent upon legislative appropriations. Contact: Brandon L. Barr, 304-558-2652 or brandon.l.barr@wv.gov.
