About this opportunity
The Texas Department of Public Safety is requesting bids for Building Automation System upgrades at its Weslaco headquarters (2525 N. International Blvd., Weslaco, Texas) under IFB 26R0022736, with bids due August 21, 2026 at 5:00 p.m. Central Time. A mandatory pre-bid site visit is scheduled for August 11, 2026 at 9:00 a.m., and written questions are due August 13, 2026 at 5:00 p.m. CST.
The scope requires replacement of eleven Phoenix Controls cards (PRT-860-100-242LF) on Phoenix Valves, retrieval and reinstallation of existing databases from failed control cards, verification of communication between newly installed cards and the Building Automation System, and startup services. The contractor must be authorized by Phoenix Controls Corporation to represent the company in Texas for product marketing, replacement parts, service, and warranty functions. All contractor personnel must pass DPS background checks and obtain badging before work begins. Work must be completed by August 31, 2027, with scheduling coordinated to minimize facility disruption. The contractor provides all materials, labor, and equipment on a turnkey basis and must properly dispose of project debris. A one-year warranty covering both materials and labor is required.
The contract is awarded on a no-minimum, as-needed basis with payment contingent upon DPS approval of delivered commodities or services. Bidders must submit pricing on a mandatory pricing schedule detailing all costs, fees, licenses, and expenses with no guaranteed minimum compensation. Bids remain valid for 180 days following solicitation opening. Bidders must provide audited financial statements for the prior two years, Dun & Bradstreet reports with viability scores, or detailed financial statements reviewed by independent CPAs, and must submit financial rating information within 120 days after fiscal year end. Contractor personnel must pass fingerprint-based Criminal History Background Investigations at the contractor's expense. The anticipated contract award date is August 27, 2026, with a contract term commencing on the effective date and expiring one year thereafter.
Electronic responses are submitted via email to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room. Contract Administrator Ruben Reyes (512-424-5137; Ruben.Reyes@dps.texas.gov) and Contract Monitor Martin Perez oversee administration.
