About this file
This is a vendor information and submission guidance document from the Texas Department of Public Safety (DPS) for the Weslaco Phoenix System Repairs solicitation. The document provides instructions for vendors interested in responding to the state contract opportunity through the DPS Online Bid Room. Vendors must register as a vendor at the DPS Online Bid Room portal (https://texasdps.appianportalsgov.com/vendor-management) and can then access and submit solicitation responses electronically. The registration process can take up to two business days to receive username and password credentials. All solicitation responses must be submitted in the form and manner specified in the solicitation package by the stated response due date and time, with late submissions not accepted. The document emphasizes that vendors should thoroughly review the complete solicitation package, including all exhibits, before submitting responses and that failure to adhere to submission requirements may result in disqualification.
The document clarifies that use of the DPS Online Bid Room is optional and that vendors may submit responses through alternative methods identified in the solicitation package, provided all terms, conditions, and requirements are met. All submissions, whether through the Online Bid Room or alternative methods, are subject to the same solicitation requirements. Technical difficulties or delays related to the optional Online Bid Room do not constitute grounds for protest of a contract award. The document provides links to vendor resources including a tutorial, user guide, frequently asked questions, and contact information for DPS Online Bid Room Vendor Support to assist vendors in navigating the submission process.
