About this opportunity
The City of Clearwater, Florida is requesting bids on wastewater collections point repair and improvements across six groups of work (sanitary sewer trenchless reconstruction, sewer cleaning and televising inspection, wastewater point repair, sanitary cleanouts and laterals, manhole surfacing using polyurethane, and smoke and dye testing), with bids due October 28, 2026. Bidders may respond to one or all groups; work will be assigned via individual work orders at various locations within City jurisdiction.
The initial contract term is 365 consecutive calendar days from Notice to Proceed, with the City retaining the right to renew for up to three additional one-year periods. All bid schedule quantities are estimates for evaluation purposes only; the City assumes no obligation to purchase minimum or maximum quantities during the contract life. Work will be administered as unit price work under Section III, Section 11.3 of the General Conditions and applicable Technical Specifications. Bidders must comply with a City Preferred Product List for approved manufacturers and product specifications in wastewater applications; products not on the list remain subject to City Engineering Department review and approval.
Bidders must pre-qualify with the City's Engineering Division at least two weeks prior to bid opening and submit current state and county licenses with their bid. Each bid requires bid security equal to 10 percent of the maximum bid price in the form of a certified check or bid bond. Unit prices for mobilization and demobilization may not exceed $4,000 for non-emergency and $5,000 for emergency work. All bid items are inclusive of labor, materials, and complete installation. Pricing must remain firm for a minimum of one year and may be increased during the sixty-day period prior to contract renewal anniversary, not to exceed the twelve-month change in the Consumer Price Index for All Urban Consumers (CPI-U) for the Tampa-St. Petersburg-Clearwater area. Contractors must comply with the Florida Trench Safety Act, OSHA standards, EPA NPDES stormwater requirements, and Florida public records statutes. Award will be made to the lowest responsible, responsive bidder. Bids are submitted electronically through the City's e-Procurement Portal or in sealed envelopes.
