About this opportunity

The West Virginia Department of Administration Purchasing Division, procuring on behalf of the West Virginia Department of Agriculture Regulatory and Environmental Affairs Division, is soliciting bids via Centralized Request for Quote (CRFQ) AGR27-09 for quarterly pickup and disposal of hazardous, universal, DEA, pharmaceutical, and recreational chemical waste, with bids due September 9, 2026 at 1:30 p.m. A mandatory pre-bid meeting was held; questions were due August 26, 2026 at 2:00 p.m. Addendum No. 01 was issued August 26, 2026 and must be acknowledged in the bid submission to avoid disqualification.

The scope encompasses seventeen waste categories—non-halogenated solvents, halogenated solvents, flammable solvent mixtures, oxidizers, corrosive acids and bases, ICP metals waste, pesticide-contaminated solvent waste, filter media, contaminated food and soil, lab pack materials, universal waste, used oils, hemp product vape cartridges, and peroxide-forming chemicals—from three locations: the Laboratory Services Division in Charleston (Building 11), the Laboratory Services Division in Moorefield, and the Buildings & Grounds facility in Charleston. The contract requires a minimum of four quarterly pickups annually. Vendors must provide all labor, equipment, materials, personal protective equipment, pickup containers, waste characterization, hazardous waste manifests, Department of Transportation-compliant vehicles, emergency response equipment, waste profiles prior to disposal, and Certificates of Destruction within ninety days. All mileage, travel costs, and travel time are vendor responsibility.

Vendors must hold current US EPA permits, employ drivers with Commercial Driver's Licenses and hazardous waste endorsements, and maintain 40-hour hazardous waste worker certifications with annual eight-hour refreshers. Award will be made to the lowest responsible bidder. Pricing is unit-price-based, with vendors pricing per drum for quarterly pickups on schedules determined by laboratory-provided material lists. Contract term is not specified; renewal is subject to mutual written consent and West Virginia Attorney General approval. Bids should be submitted to 2019 Washington Street East, Charleston, West Virginia 25305. Contact Larry D. McDonnell at 304-558-2063 or larry.d.mcdonnell@wv.gov.
