About this file

This is Addendum No. 01 to a Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration Purchasing Division for Waste Removal Services. The addendum modifies solicitation number CRFQ AGR27-09, which is classified as a Central Master Agreement for chemical, universal, hazardous, DEA, pharmaceutical, and recreational waste disposal services. The solicitation was originally issued on August 26, 2026, with bids due on September 9, 2026, at 1:30 PM. The waste removal services will support the West Virginia Agriculture Department at various locations, with materials to be shipped to the department's administrative services office at 1900 Kanawha Boulevard East, Charleston, West Virginia. Vendors are instructed to price per drum for unit pricing, with quarterly pickups occurring on varying schedules based on laboratory-provided lists of materials and container sizes.

This addendum serves primarily to attach answers to vendor questions and does not modify the bid opening date or specifications. Key clarifications provided address pricing methodology, with vendors expected to price per drum rather than by bulk pickup quantities; the laboratory will provide advance notice of pickup requirements and material lists. The addendum addresses concerns regarding unidentified or unlabeled chemicals that require on-site classification, clarifying that the laboratory typically knows the general makeup of such materials and that previous contractors would remove samples for off-site characterization and destruction if unable to classify materials on-site. Vendors must acknowledge receipt of all addenda by completing the provided Addendum Acknowledgment Form and submitting it with their bid to avoid potential disqualification. The buyer contact is Larry D McDonnell at the Department of Administration Purchasing Division, 304-558-2063.

Answers to Vendor Questions CRFQ AGR27*09 Waste Disposal

Q1: Should I price this as though I would be collecting one drum per event that could potentially satisfy the quarterly pickup, or will there be bulk pick ups of multiple drums containers etc.

A1: Price per drum in the column for unit price. Each quarterly pickup can vary, but a list will be provided ahead of time to the vendor.

Q2: If bulk pick up is the preferred method per quarter, will there be a list of materials each quarter and their container sizes that will need to be characterized, profiled, picked up, and disposed of, or will the wastes need to be picked up and stored at my facility while I process waste disposal profiles and scheduling at disposal facilities?

A2: The laboratory will provide a list of all of that information prior to scheduling pick up.

Q3: The CRFQ states that unidentified materials or chemicals will need to be classified on site. Are these completely unidentified materials requiring sample analysis to determine hazardous properties, or will these chemicals have an SDS or some other type of way to identify it or classify it? How were unidentified materials classified on site under the previous contract?

A3: Unlabeled chemicals are the primary concern here. Typically, the lab knows the general makeup but may not have all of the details. This is a rare occurrence but has happened in the past. In previous agreements, if the company was unable to characterize on site, they would remove the sample from the facility and coordinate its destruction after characterization.
