About this opportunity

The Commonwealth of Pennsylvania is issuing a Request for Information (RFI) on waste audit services, with responses due October 13, 2026. This is market-gathering only and does not constitute a formal solicitation; the Commonwealth intends to use RFI responses to develop a subsequent Invitation to Qualify (ITQ).

The scope covers waste minimization and recycling audits at Commonwealth facilities statewide, conducted under direction of the Commonwealth Agency Recycling Office (CARO) and aligned with Pennsylvania's 2025 Strategic Plan goal to reduce landfill waste by 25% over five years. Audits address six facility types: hospitals and medical facilities, judicial centers and courts, museums, offices, parks, and prisons. The audit process spans approximately 18 weeks and includes waste audit pre-work (data collection, benchmarking, site interviews over 8 weeks), onsite audit and waste characterization (week 9), opportunity analysis and waste outlet research (weeks 11–15), and final report development (weeks 14–18). Auditors must complete the PA GreenGov Council Site Waste Audit Form, produce an audit report with quantified opportunities and recommendations, prepare sites to complete the Department of General Services Waste Reporting Tool, and submit all deliverables to the Pennsylvania GreenGov Council.

Deliverables require waste characterization analysis by disposal method (landfill, recycling, waste-to-energy, incineration, composting, construction and demolition), benchmarking analyses including month-to-month trend graphs and diversion rate calculations, waste generation per visitor or square footage metrics, Scope 3 emissions analysis using EPA's Waste Reduction Model, and opportunity quantification with feasibility and cost-benefit assessments. Auditors must verify compliance with Management Directive 205.22 source-separation requirements, Act 101 Section 902 recycling grant program requirements, and local municipal waste ordinances. Prospective contractors should demonstrate qualifications in waste minimization and diversion, site-type familiarity, event waste management, waste hauler coordination, data analysis, and collection strategies. The RFI does not specify contract value, term, pricing structures, set-asides, or incumbent information.
