About this file
This file is a prospective contractor video overview document prepared by the Pennsylvania GreenGov Council under the direction of Governor Josh Shapiro and Secretary Jessica Shirley. The document outlines Pennsylvania's waste audit initiative, which aims to reduce municipal waste sent to landfills and increase recycling and waste diversion techniques in accordance with the Municipal Waste Planning, Recycling, and Waste Reduction Act (Act 101) of 1988. The Commonwealth is considering an Invitation to Qualify (ITQ) for companies capable of performing waste minimization and recycling audits at Commonwealth facilities across Pennsylvania. The audits will provide technical assistance to agencies, test the effectiveness of existing recycling practices, identify opportunities to reduce or divert waste, and produce consistent information for the Commonwealth Agency Recycling Office (CARO). The audit process includes data collection, site interviews, waste characterization analysis, and delivery of findings through an audit report, completed audit form, and data submission to the Department of General Services' Waste Reporting Tool.
The Commonwealth has developed standardized resources to support the audit process, including the Pennsylvania GreenGov Council Waste Diversion Audit Plan, Site Waste Audit Form, and Waste Data Collection Guidance. These tools establish consistent procedures for waste data collection, site interviews, waste characterization, opportunity identification, and reporting across Commonwealth facilities. The initiative is intended to support statewide sustainability goals, ensure compliance with state data requirements, and standardize waste management practices. This is a Request for Information (RFI) only and is not a formal solicitation at this time. Prospective contractors should note that all deliverables must be submitted to the Pennsylvania GreenGov Council upon audit completion.

Waste Audit Overview
PENNSYLVANIA GREENGOV COUNCIL
Background Context The Commonwealth of Pennsylvania works to promote environmentally sustainable practices. Pennsylvania's GreenGov Council works to establish the government as an environmental steward of the state. As a part of this, it has a goal of reducing the amount of municipal waste sent to landfills and increasing recycling and waste diversion techniques.
The Municipal Waste Planning, Recycling, and Waste Reduction Act (Act 101) of 1988 set the foundation for Pennsylvania’s waste management and recycling standards. The state of Pennsylvania aims to:
• Reduce the volume of waste generated.
• Increase access to recycling and expand recycling programs.
• Quantify and track progress towards waste reduction goals in an effort to increase waste management accountability.
Value of a Waste Audit
• A waste audit provides valuable data to the agency site and to the Commonwealth about waste generation, diversion strategies, and progress towards environmental goals.
• The importance of conducting waste audits includes:
• Identifying opportunities to reduce waste or increase diversion from landfill.
• Supporting state-wide sustainability goals and initiatives by providing accurate, reliable, and transparent waste data.
• Supporting compliance with state data requirements and regulations.
• Standardizing waste management and reporting practices across the
Commonwealth.
