About this opportunity

The Office of State Procurement, on behalf of the Minnesota Air National Guard (MNANG) 133rd Airlift Wing, is requesting proposals for waste and recycling services at Fort Snelling, with proposals due September 24, 2026, and a mandatory pre-proposal meeting on September 10, 2026. Addendum #1, issued September 2, revised the solicitation deadline; responders must acknowledge receipt by submitting to SWIFT Event No. G0210-2000018555, Version 2 or more recent.

Businesses certified as small, minority-owned, women-owned, service-disabled veteran-owned, or located in economically disadvantaged counties under Minnesota's Small Business Procurement Program are eligible for preference points (120 points available in Phase 2 evaluation).

The scope encompasses solid waste collection in 4-yard and 6-yard dumpsters with every-other-week Thursday pickups; recycling services in 2-yard, 4-yard, and 8-yard dumpsters with monthly pickups on the second full week Tuesday; and specialized services including yard waste, construction waste, and metal recycling in 20-yard roll-off containers on an as-requested basis. The contractor must supply all dumpster containers and comply with Minnesota Statute Section 473.848, which requires all non-recycled mixed municipal solid waste to be processed at the Hennelik Energy Recovery Center (HERC) in Hennepin County, with scale tickets, route sheets, and manifests as documentation. Monthly reporting on waste volumes and streams (Municipal Solid Waste, Old Corrugated Cardboard, and Secondary Recyclable Materials) is required per Exhibit E.

The estimated annual contract value is $30,000 to $35,000. The contract runs October 1, 2026, through September 30, 2028, with an option to extend up to an additional 36 months in increments determined by the State. Place of performance is Fort Snelling, 614 Militia Drive, Saint Paul, Minnesota.

Evaluation employs a three-phase approach: Phase 1 is pass/fail on responsiveness and mandatory requirements; Phase 2 awards points for acceptance of State terms and conditions (50 points) and cost detail (950 points), plus targeted-group preferences; Phase 3 selects by best value. Award is anticipated by September 25, 2026. Questions are due to John H. Roth at john.h.roth@state.mn.us by September 15, 2026, at 3:00 PM Central Time. Pre-proposal meeting registration is required through Denise Sward (denise.sward@us.af.mil, 612-713-2231) or Matt Hill (matthew.hill.26@us.af.mil, 612-713-2230).
