About this opportunity
The West Virginia State Police is soliciting 55 licenses for the Warrant Builder Program under sole-source acquisition ASSD 0612 SP15270000006, with offers closing September 14, 2026 at 2:00 PM. This is a sole-source procurement — only one vendor has been identified as capable of providing the Warrant Builder licenses.
The scope covers software licenses (manufacturer specification and model number 93151517) for warrant management. Delivery is to West Virginia State Police headquarters at 4124 Kanawha Turnpike, South Charleston, West Virginia 25309.
The procurement is structured as two separate evaluations: one for state-level procurement applying vendor preferences under West Virginia Instructions to Vendors Submitting Bids, and one for county/local procurement excluding those preferences to comply with federal regulations. If the same vendor wins both evaluations, a single contract will be awarded; different vendors may result in multiple contracts.
All vendors must execute the West Virginia State Auditor's standard contractual addendum (WV-96), which prohibits advanced payments except for software and SaaS licenses, reserves all data ownership to the State, prohibits use of state data for machine learning or AI model training, and permits State termination for convenience with 30 days' written notice. The SaaS Addendum mandates multi-factor authentication, encryption standards for data at rest and in transit, annual Cloud Security Alliance STAR Self-Assessments and SOC 2 audits, 24-hour incident reporting and 72-hour breach notification, and restriction of data storage and processing to United States data centers unless the State expressly approves an alternative. Personnel with contract involvement must pass criminal background checks.
If any contract portion utilizes federal funding, vendors must comply with 2 C.F.R. 200.317–200.327, including affirmative steps to utilize minority businesses and women's business enterprises, domestic preference for U.S.-produced goods, Davis-Bacon wage rates for construction over $2,000, debarment verification, and Byrd Anti-Lobbying Amendment certification for awards exceeding $100,000.
The West Virginia Purchasing Affidavit requires notarized certification that the vendor and related parties are not in default on monetary obligations to the state or its subdivisions, with exceptions for contested tax matters or compliant payment plans.
