About this opportunity

The City of Indianapolis and Marion County Purchasing Division issued a Request for Bid (RFB) for Warehouse Supplies, seeking bids for an extensive inventory of materials to be furnished and delivered to the Department of Public Works with potential utilization by other city departments and agencies. The procurement encompasses 88 line items including paper products, cleaning and sanitation items, personal protective equipment, hand tools, and miscellaneous warehouse materials, with estimated annual quantities ranging from 5 drums to 20,000 pairs depending on the specific item. All pricing must be quoted in United States dollars with delivered pricing on a FOB Destination, Freight Prepaid & Allowed basis, with no additional charges for fuel, delivery, or surcharges permitted. The resulting contract will be a two-year term agreement effective from the date of execution, with renewal options available under the same terms and conditions subject to governing body approval, provided the renewal term does not exceed the original contract period. Questions must be submitted by April 14, 2026, at 12:00 PM Eastern Time, with bids due no later than 10:00 AM on Thursday, April 23, 2026. Hard copy bids should be delivered to Room 1522 of the City County Building at 200 East Washington Street, Indianapolis, Indiana 46204. Pricing must remain firm for the first year of the agreement, after which an escalator clause permitting up to a 5 percent increase may be applied if market conditions warrant, supported by documented cost increases.

The City reserves the right to award to a single vendor or split awards among multiple vendors based on competitive advantage, and the apparent low bidder must submit Form CC-09 from the Office of Minority and Women Business Development or risk bid rejection. Contractors must comply with minority and women business enterprise participation goals of 15 percent and 8 percent respectively, along with 3 percent veteran and 1 percent disability-owned business enterprise participation targets, or demonstrate good faith efforts toward these objectives. Current incumbent contractors include Fastenal Company, Acorn Distributors Inc., Astec Corp., On-Site Supply LLC, Central Poly-Bag Corp., and Black and Company. Insurance requirements include Product Liability-Completed Operations limits of $1,000,000 and Commercial General Liability of $1,000,000 per occurrence with a $2,000,000 aggregate. Bid surety is not required; however, proof of insurance may be required at the time of award, and samples of certain products may be required prior to award. The contract may be terminated by either party upon ten days' written notice. The City is exempt from all local, state, and federal taxes and will not be responsible for taxes levied on contractors, with payment due within thirty days of receipt of properly itemized invoices.
