About this opportunity

The Commonwealth of Virginia Department of General Services, Division of Purchases and Supplies is soliciting sealed bids on 2026 or current model year Large SUVs for mandatory use by Commonwealth executive branch agencies and optional use by other public bodies and authorized users as defined in Virginia Code, with bids due September 8, 2026 at 5:00 p.m. and public bid opening on September 9, 2026 at 10:00 a.m. (deadlines accelerated and extended via Addendum 1 and Addendum 2, both posted August 14).

A Small Business Subcontracting Plan is required from all bidders with a statewide goal of 42% of purchases from DSBSD-certified small businesses.

The scope covers four-door, large/full-size SUVs with mandatory base features including a minimum six-cylinder gasoline or flex-fuel engine, automatic transmission, power steering, anti-lock brakes, multiple airbags, power windows and locks, rear-window defrost, backup camera, electronic cruise control, and two front frame-mounted tow hooks. Bidders must price optional equipment including hybrid/electric/CNG alternatives, four-wheel-drive or all-wheel-drive, advanced driver-assistance systems, third-row seating, trailer tow packages, and a Governor's Option Package. Bidders may submit pricing for multiple manufacturers (such as Ford and Dodge) under a single supplier eVA account without separate accounts provided the entity operates as one supplier; alternatively, separate tabs or separate pricing schedules per manufacturer are permitted.

Historical data indicates approximately $3 million was spent on this commodity over the last five years. The contract period extends five years from award with no renewal options. Delivery charges apply for distances exceeding 50 miles, capped at $1.80 per mile; all deliveries to specified DGS and Virginia State Police locations include freight. Vehicles must be delivered clean, complete, ready for service with current Virginia State Inspection, a half tank of gas or charged battery, and all required documentation. A $350 surcharge adjustment fee per vehicle sold and an eVA fee of one percent of sale price (capped at $500 for DSBSD-certified firms and $1,500 for others) are mandatory and non-negotiable post-award. The pre-bid conference was held August 10 via Microsoft Teams. Bid clarification questions were due August 12. All bids must be submitted electronically through eVA; bids outside eVA will not be accepted. Bidders must acknowledge receipt of Addendum 1 and Addendum 2 either prior to the revised bid due date or by attaching signed acknowledgments to their submission.
