About this opportunity

The Pennsylvania Department of Transportation, procured through the Department of General Services, is requesting bids on vehicle inspection and identification security devices (stickers) under IFB 6100066281, with bids due September 17, 2026. Pennsylvania resident bidders and suppliers of Pennsylvania-manufactured goods receive reciprocal preference under the Reciprocal Limitations Act (GSPUR-89); bidders must complete and submit this form documenting manufacturer location and state of manufacture for each item offered.

The scope covers manufacturing, printing, packaging, storage, and distribution of inspection stickers for Pennsylvania's decentralized vehicle inspection program serving over 15,000 privately owned inspection stations. Annual estimated quantities include 10.7 million annual inside stickers, 200,000 semi-annual stickers, 8.2 million emissions stickers, 550,000 annual outside stickers, 39 million inserts, 34,500 school bus stickers, and 4,000 mass transit stickers. All stickers must comply with detailed Pennsylvania Commercial Item Descriptions (PCID 1096, 1097, 1098, 1099) specifying 3-inch-by-2.2-inch dimensions, engineered paper at least 3.3 mils thick, pressure-sensitive adhesive maintaining fifteen-month windshield adhesion, Optically Variable Security Devices with three security levels, tamper-resistant materials, and serial numbering with anti-counterfeit properties. Quality standards impose a zero-defects philosophy with acceptable defect rates not exceeding one per 25,000 to 100,000 delivered stickers annually. The contractor must maintain extensive security measures including background checks, 24-hour video surveillance, restricted-access facilities, waste logs, and bonded transportation; accept no subcontracting; maintain three-month raw material supply; and accept up to three months of incumbent inventory without additional charge.

The initial contract term is one year with options for up to four additional one-year renewals. The Commonwealth intends to make a single award to the lowest responsive and responsible bidder but reserves the right to award by line item. Bids must be submitted electronically through the PA Supplier Portal and are firm for sixty days. Physical samples must be mailed to Commodity Specialist Dan Covell prior to bid opening. All bidders must submit lobbying certifications (BOP-1307), worker protection certifications (BOP-2201), Iran-free certifications (required for contracts exceeding $1 million), company profiles with manufacturing process details, and quality assurance documentation. No pre-bid conference is scheduled; written questions may be submitted with responses posted as addenda. Liquidated damages of $300 per day per item apply to late deliveries.
