A mandatory minimum 20 percent Small Business Enterprise (SBE) participation goal applies, with up to 15 evaluation preference points available for SBE participation. The scope includes hydrogeologic assessments, analysis, and technical recommendations to support utility infrastructure and water resource management. Services may encompass site investigations, hydrogeologic modeling, groundwater evaluation, and technical reporting. Selected firms may serve as Engineer of Record for planning, condition assessment, design, permitting, and construction engineering, as well as Design Criteria Professional for design-build and CMAR projects. Proposers and sub-consultants must hold specific Palm Beach County CCNA certifications, including Category 12.06 (new wellfield studies, design, and modeling for potable water development); firms with pending CCNA applications may propose provided certification is obtained before the Final Selection Committee meeting. Professional service fees for individual studies cannot exceed $500,000, and estimated construction costs for individual projects shall not exceed $7.75 million. Compensation is structured on either an hourly not-to-exceed or lump sum basis, with hourly rates subject to annual adjustment after the first year. The contract term is four years from Board approval, with no minimum work guaranteed. Individual Consultant Services Authorizations must be issued before work commences.
