Palm Beach County Water Utilities Department is requesting proposals for Surveying and Mapping Continuing Services under Project 26-018, with proposals due July 7, 2026 at 3:30 p.m. One firm will be selected. The contract carries a mandatory 15% Small Business Enterprise evaluation preference for prime respondents based on percentage of work performed within Palm Beach County, and all respondents must be certified in Palm Beach County CCNA category 5.02 (Topography - Engineering Surveying) prior to proposal submission. The scope encompasses boundary surveys, topographic surveys, as-built surveys, GPS control, and utility location services to support Palm Beach County Water Utilities Department's infrastructure across five water treatment plants, five wellfields, five wastewater treatment plants, lift stations, reclaimed water facilities, and distribution and collection systems serving over 600,000 residents across 1,300 square miles. Services are provided on an as-needed basis through individual Consultant Services Authorizations rather than a fixed scope. Compensation is structured as hourly rates by labor category with overhead and profit factors, or as lump-sum and not-to-exceed fees as specified in individual authorizations. Professional services fees are capped at $500,000 per individual study, with estimated construction cost per project not exceeding $7.75 million. Labor rates are detailed in the contract's Exhibit C and are subject to annual adjustment after the first year upon County approval. The contract term is four years. The County does not guarantee a minimum level of work or that any authorizations will be issued. All consultants and subconsultants must register with Palm Beach County's Vendor Self Service system prior to contract finalization. Required insurance includes Professional Liability ($3,000,000 per claim), Commercial General Liability ($500,000), Business Automobile Liability ($500,000), and Workers' Compensation. The pre-proposal meeting was held June 8, 2026 at the Central Region Operations Center, Conference Room 55, 8100 Forest Hill Blvd, West Palm Beach. Contract award is projected for December 2026.
