About this opportunity

The City of Palm Bay, located in Brevard County, Florida, is soliciting proposals for continuing consultant engineering services for its Utilities Department under the Consultants Competitive Negotiations Act (Florida Statutes Chapter 287.055). The procurement seeks qualified engineering firms to provide comprehensive services including utilities infrastructure extension, capital project design and permitting, environmental permitting, construction management and inspection, civil and environmental assessments, survey services, and utilities engineering support. Key deliverables may include developing infrastructure models, preparing design-build criteria packages, conducting economic and rate analyses, and supporting grant acquisition efforts. The solicitation covers a broad range of potential projects with an emphasis on supporting present and future utilities system needs. Interested firms must download solicitation documents from the City of Palm Bay's Bid and Proposal Opportunities portal at https://palmbayflorida.bonfirehub.com/portal by the submission deadline of February 25, 2025. Potential bidders can contact the Procurement Department at procurement@pbfl.org or 321-952-3424 during business hours (Monday through Friday, 8:30 am to 5:00 pm) for additional information.

While specific set-aside designations are not explicitly detailed in the provided documentation, the solicitation appears open to qualified engineering firms with demonstrated capabilities in utilities and infrastructure engineering services. The procurement does not indicate specific restrictions for disadvantaged business enterprises, though standard local government procurement practices often encourage diverse vendor participation. The scope suggests this is a multi-year, potentially high-value contract covering a wide range of engineering and consulting services for the city's utilities infrastructure. Prospective respondents should possess comprehensive engineering expertise, particularly in municipal utilities, infrastructure planning, environmental permitting, and construction management. Though specific budget ranges are not provided, the breadth of services and the ongoing nature of the contract suggest a significant potential contract value. Firms will likely be evaluated based on their technical qualifications, demonstrated experience with similar municipal utility projects, professional credentials, and capacity to support the City of Palm Bay's long-term infrastructure development goals.
