About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting bids for the supply and installation of uninterruptible power supply (UPS) systems, with bids due August 31, 2026. Bidders must meet SBE and DVBE participation goals; failure to achieve the required thresholds renders the bidder ineligible for award under LACMTA's current policy. Bidders may also qualify for Local Small Business Enterprise (LSBE) preference if certified by LACMTA or if subcontracting at least 30 percent of contract value to eligible LSBE firms.
The scope calls for supply, installation, and commissioning of two 20 KVA/20 KW 208/120 VAC three-phase UPS units and five 65 KVA 480 VAC three-phase UPS units, with EATON brand or approved equivalents preferred. All units must be transformer-free with external batteries providing minimum four-hour backup power, front-accessible power and battery modules, double-conversion capability, SCADA system integration with dry contact cards, LCD alpha-numeric displays, self-test functionality, and operation across -4°F to 104°F with noise not exceeding 50 dBA. Units must not exceed 350 pounds and cannot be discontinued models. Manufacturer ISO 9001 certification is required. All equipment must be delivered to LACMTA's central location at 590 South Santa Fe Avenue, Los Angeles, California 90013, in original wrapping with complete identification. The contractor bears responsibility for transportation and storage prior to LACMTA's acceptance. Commissioning and startup must be provided by the manufacturer or approved third party with verification and initial power-up. The period of performance is 12 months, with standard manufacturer's 12-month warranty covering parts and batteries.
Bidders must submit a bid bond or certified check equal to at least 10 percent of total bid price and execute required certificates of insurance, performance bonds if applicable, payment bonds if applicable, and an alcohol and drug-free workplace program certification within 10 calendar days of receiving a Letter of Award. The bid constitutes a firm offer for 150 calendar days after bid opening or until contract execution, whichever occurs first. Bidders must complete and submit Forms 1 through 6, Exhibits 5 through 11, a noncollusion affidavit, general certifications, business data sheets, lists of proposed subcontractors and suppliers, and documentation of completed contracts from the past five years demonstrating relevant experience.
