This is a Scope of Services document for Metro (Los Angeles County Metropolitan Transportation Authority) detailing the procurement of Uninterruptible Power Supply (UPS) systems. The contract requires the supply and installation of two (2) 20 KVA/20 KW 208/120 VAC three-phase UPS units and five (5) 65 KVA 480 VAC three-phase UPS units, with a preference for EATON brand or approved equivalents. The UPS systems must be transformer-free with external batteries providing a minimum of four hours of backup power. All equipment must be delivered to Metro's central location at 590 S. Santa Fe Ave, Los Angeles, CA 90013, in manufacturer's original wrapping with complete identification information. The contractor is responsible for transportation and storage prior to Metro's acceptance. Commissioning and startup installation services must be provided by the UPS manufacturer or an approved third party and must include verification of installation and initial powering up of the systems. The period of performance is 12 months.

The UPS systems must meet specific technical requirements including double-conversion capability, front-accessible power and battery modules, SCADA system integration with dry contact cards, LCD alpha-numeric displays, self-test functionality, and operation across temperature ranges from -4°F to 104°F with noise emissions not exceeding 50 dBA. Units must not exceed 350 pounds total weight and cannot be discontinued models. The manufacturer must be ISO 9001 certified and comply with all relevant federal, state, and local standards. All UPS parts and batteries are covered by a standard manufacturer's 12-month warranty for repairs and replacements of broken components. No specific pricing terms, set-asides, or funding sources are detailed in this scope of services document.

STATEMENT OF WORK 7/15/2026

Uninterruptible Power Supply Purchase

These Specifications shall define the electrical and mechanical characteristics and requirements for a double-conversion, (2) 20 KVA/ 20 KW 208/120 VAC three phase UPS system and (5) 65KVA 480VAC three phase UPS system. The UPS shall be free of transformers and shall include external batteries to provide a minimum of four (4) hours of backup power. The preference is for the Contractor to supply EATON brand or an approved equal. UPS Parts requested are listed below:

1. UPS UNIT REQUIREMENTS

A. Both 65KVA and 20KVA UPS units supplied shall be EATON brand or an approved equal.

Contractor will submit an alternative model requiring approval from METRO PM. The power supplied by UPS shall be filtered, of high quality, and shall be conditioned to eliminate surges and transients. All power modules and internal battery modules shall be front accessible with handles or similar means to remove them. During the switchover to spare power modules, the critical load shall not lose power. The UPS systems must be equipped with overcurrent protection for input and output power. UPS capacity can be at MINIMUM 65KVA and 20KVA respective, but higher capacity can be submitted to be approved.

B. The output of the UPS unit shall be distributed as 208/120 VAC (20KVA) and 480 VAC (65KVA) supplies with the load evenly distributed on each of the supplies with each supply including two phases, neutral and ground.

C. The nominal input power to the UPS shall be 208 or 480 VAC, 60 Hz taken from station power panel, with approval from Metro, and shall provide nominal 208/120 VAC output, 60 Hz for critical load which will be distributed. The UPS system shall include a solid-state rectifier, inverter, internal power and battery modules.

D. Minimum Requirements for the UPS:

UPS shall be equipped with a dry contact card and interfaced with and able to communicate with Metro’s Supervisory Control And Data Acquisition (SCADA) system. UPS shall be able to announce as a minimum the following failures to the Rail Operations Control (ROC) via SCADA system:

i. UPS on Battery (when the UPS does not receive station power and load is supported by batteries)

ii. UPS Low Battery (when 25% of battery power is remaining)

iii. UPS General Alarm (whenever any type of failure is alarmed locally by the UPS which does not include any of the above two alarms)

2. The UPS shall be equipped with a backlit Liquid Crystal Display (LCD) alpha-numeric display, with status indications for local configuration and setup. The UPS shall support programming and configuration in English language.

3. UPS shall be able to run a complete and through self-test and display alarms locally when any fault is noticed during self-test,

4. The surge suppression shall be per IEEE/ANSI C62.41 IEEE Recommended Practice for Surge Voltages in Low-Voltage AC Power Circuits.

5. The unit shall operate from -4° F through 104° F temperature range; relative humidity of 5% through 95%; and shall emit less than 50 dBA audible noise.

6. The configuration of UPS shall be user selectable password protected that an unauthorized person without a password cannot change or modify settings.

7. The UPS must be equipped with push buttons to enter passwords and other information and must have general menu driven options such as status and alarms.

8. As a minimum, the following status/indications shall be provided by the unit on the LCD screen:

a. Current Time

b. Redundancy Levels

c. Backup battery power-based operation

d. Menu and security levels

e. Slot numbers for specific power modules

f. Operation of overall system of that specific slot

9. The total weight of the UPS unit with all the internal battery modules and power modules shall not exceed 350 pounds.

10. The UPS shall not be a discontinued model nor shall be a model planned to be discontinued within one year from the date of this solicitation posting.
