About this opportunity
Uintah Special Service District 1 is requesting proposals for development of a comprehensive Parks, Recreation, and Community Facilities Master Plan covering approximately 60 acres of undeveloped recreation property, the existing Uintah Recreation Center, and parks and recreation facilities throughout Uintah County and participating communities (Vernal, Naples, Ballard, Jensen, Lapoint, and Tridell), with proposals due October 2, 2026 at 5:00 PM — extended from September 25 via Addendum 1.
The scope requires site analysis of approximately 60 acres and existing facilities; community needs assessment through stakeholder meetings and public surveys; demographic and recreation trend analysis; infrastructure and utility assessments; GIS mapping and asset inventory development; conceptual planning with design alternatives; capital improvement planning; and preparation of a comprehensive master plan document. All work products including reports, GIS data, maps, graphics, and renderings shall be provided to the District.
The total project budget is $100,000, funded through a $50,000 Permanent Community Impact Fund Board (CIB) planning grant and a $50,000 District cash contribution. The planning process is anticipated to occur over approximately 12 months from notice to proceed, with the contract structured as a two-year agreement. CIB reimbursements are made at 50 percent of eligible invoiced costs, with no reimbursement until the grant contract is fully executed. Proposers must submit detailed fee proposals by task, including staff hours, hourly rates, reimbursable expenses, and optional services.
Selection criteria are qualifications and experience (25 points), understanding of project and quality of approach (30 points), public engagement and technical capabilities (20 points), project team and schedule completion ability (15 points), and fee proposal and value (10 points). Fee is secondary; lowest price will not automatically receive award. Questions are due September 16, 2026 at 5:00 PM to Cheryl Meier, Executive Director, at cherylmeier@ussd1.utah.gov. The District anticipates board selection and award on October 14, 2026. Sealed proposals must be submitted by mail or delivery to 610 South Vernal Avenue, Vernal, Utah 84078, with electronic copies also provided for committee distribution.
