The Oklahoma Department of Agriculture, Food and Forestry is requesting proposals for two Smokey Bear mascot suits equipped with fans, with bids due August 26, 2026 at 5:00 p.m. Central Time under Solicitation EV00000962.

The contract period runs from purchase order execution through delivery and acceptance of the items.

Bids must be submitted via email to Ashley.Johnson@ag.ok.gov and must remain firm offers for a minimum of 120 days after the August 26 due date. All travel and delivery expenses must be included in the bid price with free delivery to the state's destination. Questions are due by 5:00 p.m. on August 19, 2026, directed to Contracting Officer Tammy Carter at Tammy.carter@ag.ok.gov or 405-778-9746.

Bidders must submit the prescribed bid packet format including OMES Form CP 076 (Responding Prospective Supplier Information), OMES Form CP 004 (Non-Collusion Certification), OMES Form CP 021 (Supplier Contract Certification), a Vendor Payee Form if applicable, and a Debarment Form. The State reserves the right to negotiate with one or more bidders, request best and final offers, conduct oral presentations and demonstrations, and award to multiple bidders by item or group of items. Responding bidders must be registered as both a Bidder and Supplier with the State of Oklahoma prior to award and contract payments. Service-disabled veteran business enterprises may claim preference if they meet specified ownership and control criteria and provide appropriate federal verification.

Opportunity text

Smokey Bear is our primary wildfire prevention education tool, reaching hundreds of children each year through schools and community events. Two Smokey Bear suits are necessary to serve both the Southeast and East Central regions of the state and to meet demand without limiting programming. Our current suits are past their usable lifespan and are deteriorating, impacting safety and the effectiveness of our outreach. Replacing them ensures continued, high-quality prevention education and appropriate public representation of the Agency.
