About this opportunity

The Oregon Department of Corrections is requesting bids on a Building Management System replacement at Two Rivers Correctional Institution in Umatilla under ITB 16885, with bids due August 12, 2026 and a mandatory pre-bid conference on July 15, 2026. Attendance at the pre-bid conference is required; bids will be evaluated only from registered and attending participants.

The scope is comprehensive replacement of the existing Delta/Ainsworth control system with a new Delta Controls BACnet-protocol BMS across eight facility buildings (Administration, Gatehouse, Minimum Security Housing, Regional Transport, Warehouse, Core Building, General Housing, and Laundry Transfer Station). Work includes demolition of existing BAS/DDC hardware and field controllers; installation of new DDC controls and points per design drawings; replacement of all variable frequency drives on fan systems (Air Handling Units, Evaporative Cooling Units, Air Conditioning Units) and heating water pumps; replacement of temperature, pressure, humidity sensors, freeze stats, damper actuators, and VAV/fan coil/reheat zone valve bodies and actuators; commissioning and functional testing; integration with existing facility systems; development of graphics, trend logs, and alarm routing; and staff training and documentation. The contractor must be factory-authorized, maintain a service organization with factory-trained personnel, and provide references for ten similar projects completed within the last five years. All work must comply with ASHRAE 135-2010 BACnet protocols and state general conditions. Critical system failures require on-site service within 4 hours during occupied hours, 24 hours otherwise.

The estimated contract value is $3.5 million to $3.9 million. Substantial completion is required within 730 calendar days and final completion within 760 calendar days from Notice to Proceed. Liquidated damages are $400 per calendar day for delays. Prevailing wage applies under Oregon BOLI regulations for Umatilla County Region 12, and 12 percent of work hours must be performed by registered apprentices. Bid security of 10 percent is required. The apparent successful bidder must provide performance and payment bonds at 100 percent of contract value, proof of insurance, and Oregon CCB registration. Award goes to the lowest responsive and responsible bidder.
