About this opportunity

The Washington Suburban Sanitary Commission Water in Maryland is soliciting sealed responses for trunk sewer inspection services under an RFP, with proposals due August 20, 2026 at 2:00 p.m. via the WSSC eProcurement Portal. A 27% MBE/SLBE subcontracting goal applies. WSSC Water reserves the right to award to multiple awardees (anticipated 5 or 6).

The scope encompasses inspection of trunk sewers 15 inches in diameter and larger throughout WSSC's approximately 625-mile sanitary district, including project management, locating and inspecting manholes in accordance with NASSCO MACP standards, inspecting exposed pipes and stream crossings, documenting and dye testing sewers, GPS data collection, and GIS integration. Work is clustered by basin across the bi-county Prince George's County service area but may involve scattered job sites without additional compensation. Offerors must demonstrate a minimum of five years in business in North America and five completed similar projects. Key personnel must include a Maryland-licensed Professional Engineer and Surveyor and NASSCO MACP-certified field technicians.

The total estimated contract value is $16 million, divided into engineering services ($3.8 million), sewer structure inspections ($12 million), surveying ($175,000), and traffic control ($25,000). The contract term is four years firm pricing with a one-year renewal option at WSSC Water's discretion. Insurance requirements include $1 million in commercial general liability, business auto liability, umbrella coverage, and performance and payment bonds at 100% of contract value. Maryland Prevailing Wage Statute requirements (MD Code 17-201 through 17-226) apply; contractors and subcontractors must comply with prescribed wage rates, classify workers accurately, post rates on site, and submit payroll records within 14 days of each payroll period.

Evaluation criteria are key personnel (30%), firm experience (25%), technical/project approach (20%), and pricing (25%). The non-mandatory pre-bid meeting is July 30, 2026; questions are due August 4, 2026. The current contract (Parent Agreement 16842, expiring November 28, 2026) covers six incumbents: AECOM Technical Services, Arcadis-US, Brown and Caldwell, Greeley and Hansen, Hazen and Sawyer, and Johnson, Mirmiran & Thompson.
