About this opportunity

The South Carolina Department of Transportation (SCDOT) is soliciting bids for one truck-mounted street sweeper unit in new condition, with proposals due September 29, 2026 at 2:30 p.m. and questions due by September 2, 2026 at 10:00 a.m.

The unit must meet detailed specifications: Freightliner M2 or equivalent chassis, diesel engine rated at 260 horsepower, automatic transmission, dual side brooms, main broom, conveyor system, 5.4 cubic yard hopper capacity, and 360-gallon water system. All items must be new and manufactured by a company with ISO 9001 certification or higher — a capability gate. The manufacturer must demonstrate factory-authorized parts and service capability through both mobile onsite and brick-and-mortar service facilities staffed by qualified factory-trained technicians.

The initial contract term is one year with four one-year renewal options, for a potential five-year total. The estimated start date is November 14, 2026, with contract end November 13, 2031. Award is scheduled for November 9, 2026. Delivery is to the SCDOT Equipment Depot in Columbia, South Carolina.

Contractors must maintain commercial general liability insurance with minimum limits of $1 million per occurrence, auto liability coverage with $1 million per accident limits, and worker's compensation insurance as required by South Carolina. Pricing must be fixed with unit prices governing over extended prices; sales and use taxes should not be included.

Bid submission is online through the SCEIS system and requires a state vendor number prior to submission. Offerors must submit signed cover pages, acknowledgment of any amendments, completed bid schedules, a certification of no SCDOT commissioner interest, manufacturer literature and specifications, a certificate of insurance, warranty information, and evidence of factory-authorized parts and service capability. Award will be made to the lowest responsible and responsive bidder. No pre-bid conference or site visit is scheduled.
