About this file

This is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for the procurement of one truck-mounted street sweeper unit. The solicitation (Number 5400030092) seeks a new, fully equipped street sweeper with a Freightliner M2 or equivalent chassis and diesel engine rated at 260 horsepower. Key deadlines include a question submission deadline of September 2, 2026 at 10:00 a.m., an offer submission deadline of September 29, 2026 at 2:30 p.m., and an award date of November 9, 2026. The initial contract term is one year with four one-year renewal options, extending through November 13, 2031. No pre-bid conference or site visit is scheduled. Delivery must be completed by July 1, 2026, at the latest.

This amendment addresses five questions from prospective bidders and clarifies specifications for the street sweeper unit. SCDOT approved the following exceptions: a wheelbase of 144 inches (exceeding the original 136-inch requirement) if all operational, maneuverability, safety, and performance requirements are met or exceeded; a belt conveyor width of 54 inches (exceeding the 60-inch minimum); and a non-corrosive polyethylene front spray bar assembly as an alternative to copper pipe with brass nozzles, provided equivalent corrosion resistance is demonstrated. The amendment affirms that unless exceptions are granted through the questions process, all specifications must be met with no allowance for alternative answers. Pricing must be fixed with unit prices governing over extended prices, and sales and use taxes should not be included. Offerors must maintain specified insurance coverage and provide evidence of ISO 9001 certification or higher and factory-authorized parts and service capabilities.
