About this opportunity

The State of Hawaii Department of Accounting and General Services, Central Services Division is soliciting bids on tree trimming services at 16 state public libraries on the island of Oahu under IFB No. CSD-26-031-O, with proposals due July 24, 2026.

Offerors must hold a valid State of Hawaii Contractor C-27 or C-27B license and demonstrate a minimum of ten consecutive years of experience in tree trimming services immediately prior to proposal closing. Personnel must include certified arborists or tree care professionals with ISA (International Society of Arboriculture) credentials; offerors must document employee names, positions, and years of experience on the Offeror Qualification Form. A permanent office facility on Oahu is required.

The contract covers tree trimming, pruning, removal of dead or diseased branches, and maintenance across 16 library locations including Hawaii State Library, Waikiki-Kapahulu, Kaimuki, Aina Haina, Hawaii Kai, Kailua, Kaneohe, Salt Lake, Aiea, Pearl City, Waipahu, Kapolei, Waianae, Mililani, Wahiawa, and Waialua libraries. Tree counts range from single trees to 32 trees per location, varying by species. Work must comply with ANSI standards, Hawaii Revised Statutes Chapter 103D General Conditions, and mandatory safety requirements. Contractors must obtain certification for work near electric power lines at designated sites and secure City permits for exceptional trees at Waialua Library. Critical environmental requirement: contractors must contact the Hawaii Division of Forestry and Wildlife before trimming and examine limbs for white tern nests; nesting trees must remain undisturbed for 80 days from egg-laying (violations carry state fines up to $5,000 per specimen and federal penalties up to $15,000 under the Migratory Bird Treaty Act).

Pricing is structured on a per-tree unit-price basis by species and location. The contract term includes a Base Year and four supplemental years. Contractors must submit a Wage Certificate certifying compliance with Hawaii prevailing-wage requirements; failure to pay prevailing wages may result in contract cancellation. Offerors must submit equipment inventory, project references, and employee qualifications. Final payment is contingent on tax clearance certificates from the Hawaii Department of Taxation and Internal Revenue Service.
