About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting proposals for a Train Control Infrastructure Predictive Analytics System with proposals due September 21, 2026, and a pre-proposal conference scheduled for August 14, 2026. SBE and DVBE participation is encouraged but not set-aside; pre-qualification is required for firms proposing non-construction contracts exceeding $500,000.
The scope encompasses design, supply of hardware and associated accessories, training, and testing of an integrated predictive analytics system for train control infrastructure across LACMTA's rail network. Proposers must demonstrate a minimum of three years' experience in design, installation, and testing of conditional monitoring and predictive analytics systems, including switch machine monitoring, grade crossing monitoring, track circuit monitoring, and power supply monitoring. Equipment inventory across LACMTA's A, C, K, and E lines is detailed in Exhibit H. The system must be completed by March 31, 2028. All services are subject to 49 CFR Part 655 federal labor protective provisions and 29 CFR 5.5 prevailing wage requirements where applicable.
The contract is awarded on a Firm Fixed Price basis with milestone-based payments: 10% upon system design review, 40% upon hardware delivery, 10% for training and documentation, 30% for system configuration and integration, and 10% upon final acceptance and warranty commencement. There are zero option periods. Funding is state and local funds subject to fiscal year appropriations.
Evaluation employs a 1,000-point scale: Technical Approach (500 points), Price (200 points using lowest-price scoring), Past Performance (200 points), and Project Management Experience (100 points). The Source Selection Committee may conduct oral presentations, discussions, and request Best and Final Offers at its discretion. Award will be made to the responsive and responsible proposer offering best value. Proposals are limited to 50 pages excluding certifications and resumes, submitted electronically to bids@metro.net. Questions must be due by the proposal deadline. Proposers must provide business data sheets, completed SBE/DVBE affirmations, cost-price summaries, compliance certifications, and past-performance documentation across four separate volumes.
