STATEMENT OF WORK

Predictive Analytics System

4/15/2026

INTRODUCTION

This Scope of Work defines the requirements for RFP No. OP143067 for a Predictive Analytics System.

LACMTA is seeking an RFP to add a Remote Condition Monitoring/Predictive Analytics System to its wayside infrastructure. The system should automatically generate unique alarm threshold values for each asset, display charts and graphs showing asset trends and performance, allow early identification of failure conditions, predict faults, report issues via email or text message and provide a dashboard that shows a trend.

The system shell comes out of the box, expandable and future-proof. Metro intends to monitor the following assets: switch machines, interlockings, track circuits, grade crossings, batteries, ground faults, and the ability to add monitoring of other factors with additional appropriate sensors (vibration, angle, temperature, etc.) in the future. Remote Condition Monitoring provides a virtual set of eyes to monitor each switch machine's performance 24/7. Every switch machine will be monitored, recorded, and analyzed to ensure optimal operation.

Each asset will have an optimal operational baseline with set alarm thresholds. When the asset’s performance drifts outside the baseline, the system will detect the change, email and/or text selected employees to notify them, and record, analyze, and optimize the change to ensure optimal operation.

This warning will allow maintenance teams to respond proactively to potential equipment problems, rather than reactively to a hard failure that impacts train schedules and Metro ridership. The predictive analytics system will enable Metro to use multiple charts & graphs to display and trend asset performance, allowing for the early identification of failure conditions and enabling performance-based maintenance using trend charts, histograms, and scatter plots.

Unless otherwise specified, the proposed System components to be designed by and supplied by the vendor, and installed by the Metro workforce, following vendor training, shall be new. They shall include, but not be limited to:

• All hardware, sensors, and associated accessories.

• Network equipment, including network switches and connecting cables.

SCOPE OF WORK

This Scope of Work defines the requirements for RFP No. OP143067 Procurement of a Predictive

Analytics System.

This Scope of Work (SOW) is intended to engage a qualified vendor responsible for providing a solution to include design, supply of hardware and associated accessories, training, and testing of an integrated system, hereinafter referred to as the “Predictive Analytics System” (PAS) project. The PAS shall enable real-time monitoring and predictive analysis of LA Metro train control assets. The Vendor shall provide a

PAS system (hardware, software, and associated components and cables) required to collect data, monitor, record, analyze, and predict. The system must be able to monitor multiple manufacturer switch machines and multiple Metro assets, such as Interlockings, track circuits, grade crossings, batteries, ground faults, and other factors, with additional appropriate sensors (vibration, angle, temperature, etc.) out of the box. Please see Appendix A for the list of locations and equipment to be monitored.

The system shall be capable of automatically generating unique alarm threshold values for each asset or allow the manual configuration based on user specifications.

The PAS system shall have a serial interface or an Ethernet port for connection to a microprocessor, and analog and digital inputs for connecting a wide variety of sensors, including voltage, current, and temperature sensors, as well as spare relay contacts. All inputs are isolated to a minimum of 1,000V DC.

The PAS system shall offer flexible options for cloud or local processing and for data protection, including encryption and user credentials. The data acquisition unit shall be able to communicate via

Ethernet or Wi-Fi router, or must be able to generate alerts and reports of the assets’ condition by email or text messages, and reports providing a comprehensive overview of the entire system of assets monitored.

The PAS shall be easy to mount in a 19’ rack by a DIN mount or other type of mount.

The vendor shall propose two options to host the software server,

• Option 1, To be hosted by LA Metro.

• Option 2, hosted by vendor.

The vendor shall design and cost option 1 and 2 so that LA Metro can select the most suitable option.

The vendor shall provide a ROM to add additional assets to the PAS and list the additional models required to enable monitoring of those assets.

Vendor shall provide the required training to enable Metro’s workforce to install, configure, and integrate the PAS.

INDUSTRY STANDARDS

All hardware, sensors, and associated accessories supplied and designed by the vendor for installation by Metro’s workforce shall comply with industry standards. All components, supplies, installation procedures, integration and testing procedures shall comply with the Project requirements, the latest editions of the following standards, as applicable, and all other applicable standards and requirements.

If there is a conflict, the most stringent requirement shall apply to the Project. The list below is not intended to be all-inclusive, and it is the vendor's responsibility to comply with all local, state, and federal requirements, whether or not they are listed. The following is presented in no order of precedence:

• FTA requirements

• FRA

• CPUC

• AREMA

• The American Society of Testing and Materials (ASTM) standards.

• Institute of Electrical and Electronics Engineers (IEEE) standards.

• International Standards Organization (ISO) standards.

• The American National Standards Institute (ANSI).

• The National Electrical Manufacturers Association (NEMA).

• The Underwriters’ Laboratories (UL).

• The National Board of Fire Underwriters.

• The Electrical Testing Laboratories (ETL).

TRAINING REQUIREMENTS

The Vendor shall prepare a training course designed to familiarize the trainees with the design, operation, and maintenance of the subsystems furnished under this Contract. All training shall be coordinated and conducted before the installation of the first location. The vendor shall be responsible for providing the necessary training materials and audio-visual and demonstration equipment. The training course shall be developed specifically for the individual Subsystem, assuming that the course participants have no prior knowledge of the Subsystem or its associated technology. The training will cover hardware, software, configuration, testing, placement in-service, and maintenance of the system.

The training shall be available to up to ten (10) attendees for each shift session (Day 06:00 to 14:30, Afternoon 14:00 to 22:30, and the Night shift 22:00 to 06:30), and a fourth class in the morning shift.

Each training participant shall receive a copy of the course materials, including both the comprehensive and presentation manuals, during the training session. The Vendor shall provide an electronic copy of the training material and all training aids to the Train Control Instruction team.
