About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the State of Utah Division of Wildlife Resources, is requesting bids for lop and scatter hand-thinning services across five units on the Trail Mountain project in Emery County, with bids due August 3, 2026. This solicitation is limited to prequalified contractors currently on the State's Pre-approved/Pre-qualified Vendor list; vendors not on this list are ineligible to submit.

The project spans approximately 1,115 acres across five treatment units (Unit 1: 126 acres; Unit 2: 253 acres; Unit 3: 182 acres; Unit 4: 155 acres; Unit 5: 399 acres) on the Ferron/Price Ranger District of the Manti La Sal National Forest. Work must be completed by October 31, 2026, with performance commencing as soon as possible. The scope requires 90% removal of pinyon and juniper trees less than 20 inches diameter in Units 1–4 and cutting all live and dead conifer trees up to 10 inches DBH in Unit 5, with no removal of Ponderosa Pine or live aspen. The contractor must furnish all labor, equipment, supervision, transportation, and operating supplies, including GPS equipment capable of loading project shapefiles with accuracy of ±5 meters. Fire protection equipment and tools must be maintained during fire season (June 1–September 30), and daily Project Activity Levels set by the Forest Service must be observed. An English-literate on-site supervisor is required. A pre-work conference will be held at the project site prior to work commencement; no mandatory site visit is required before bid submission, though site inspection is strongly recommended.

Pricing is established on a per-acre basis, with the per-acre price extended by actual completed acres. The vendor must guarantee pricing through project completion with no fuel surcharges or adjustments. A single contract award will be made to the lowest cost responsive and responsible vendor. The State retains rights to terminate the contract or issue change orders not exceeding 10% of original acreage adjustments. Final payment is made as one lump sum following final inspection and acceptance. The contractor must carry commercial general liability insurance with minimum limits of $1 million per occurrence and $3 million aggregate, and commercial automobile liability insurance with minimum limits of $1 million per occurrence if vehicles are used.
