About this opportunity
The City of Plant City, Florida, located in Hillsborough County, is seeking a contractor for a Traffic Signal Cabinet Upgrade Installation project through Invitation for Bid No. 25-059TR-FB-IFB. The procurement involves the comprehensive installation of seventeen (17) TS2 Type 6 traffic signal cabinets with piggy back Uninterruptible Power Supply (UPS) at various city intersections. Key deliverables include complete removal of existing NITS cabinets, installation of new TS2 cabinets, transfer of existing equipment (controllers, MMU, power supplies, EVP, ITS switch, fiber patch panel, and batteries), and meticulous field wiring rearrangement and reconnection. Contractor qualifications require a minimum of five years of experience in traffic signalization, with documented references for three comparable projects. The bid solicitation was released on July 10, 2025, with questions due by August 4, 2025, and proposals due by August 14, 2025. Evaluation will be based on the lowest responsive and responsible bid, with a potential local preference advantage of up to 1.5% for qualifying local bidders. The project has a strict 90-day completion timeline from the Notice to Proceed, with liquidated damages of $500 per day for delays.
The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must provide comprehensive insurance coverage, including workers' compensation, commercial general liability, automobile liability, and professional liability insurance with specified minimum coverage amounts. The project will require a bid bond, though the specific amount was not detailed in the documents. While no incumbent vendors were mentioned, the project involves upgrading existing traffic signal infrastructure and requires integration with current technological systems. The contractor will be responsible for providing an off-duty police officer for traffic control during signal downtime, adding to the project's complexity. Although a precise budget was not specified, the contract will be paid upon final completion within 30 days after invoice submission. The city reserves the right to manage the scope and scale of work, and the project is non-exclusive, allowing flexibility in contract management.
