About this opportunity
The City of Lakeland is requesting proposals for a comprehensive traffic safety data analysis software solution to support implementation of its Vision Zero Action Plan, with proposals due October 7, 2026 at 2:00 p.m. and written questions due September 23, 2026 at 5:00 p.m.
The scope requires a cloud-based SaaS platform with data integration for traffic volumes, speed data, and crash data (updated at minimum quarterly or monthly); geospatial analysis tools including heat mapping and before-and-after comparisons; risk assessment features; customizable reporting dashboards; role-based access controls; and a user-friendly interface. Implementation must follow a defined project plan with completion targeted within six months, including dedicated vendor project management, regular status reports, change management processes, end-user training, and City sign-off on deliverables.
Security requirements align with the National Institute of Standards and Technology (NIST) Cybersecurity Framework, including AES 256-bit encryption for data at rest, TLS 1.2 or higher for data in transit, multi-factor authentication, and integration with existing government identity management systems. Vendors must demonstrate compliance with these standards.
Evaluation criteria are weighted as follows: Qualifications and Relevant Experience (15%), Product Functional Match (25%), Implementation Timeline (20%), Risk, Performance and Quality Assurance (15%), Software Support and Training (15%), and Cost (10%). Cost proposals must include annual subscription fees, annual maintenance fees, and one-time integration fees.
Insurance requirements include Commercial General Liability of $1,000,000 per occurrence, Business Automobile Liability of $1,000,000, Workers' Compensation at statutory limits, and Cyber & Privacy Protection Liability of $2,000,000. Proposals must include an Executive Summary, Technical Proposal, Project Plan, Cost Proposal, and at least three references. Submission is via the City's e-Procurement Portal at https://procurement.opengov.com/portal/lakelandgov. Proposals remain valid for 60 days from opening. The City reserves the right to waive technicalities, reject any or all proposals, or award to one or more vendors.
Standard City of Lakeland indemnification, human trafficking, and contractor audit compliance documents apply.
