About this opportunity
The College of New Jersey is requesting bids on decommissioning and removing an existing geothermal HVAC system and installing a new TRANE conventional 3-phase heat pump system with auxiliary electric backup heat at Townhouse West, Ewing Township, with bids due September 3, 2026 at 2:00 p.m. The project is subject to New Jersey's Prevailing Wage Act and Public Works Contractor Registration Act, requiring all contractors and subcontractors to be registered with the New Jersey Department of Labor and Workforce Development.
The College of New Jersey makes good-faith-effort subcontracting goals requiring 25% of contract value directed to Small Business Enterprises and 3% to Disabled Veteran-Owned Businesses. These are goals, not hard set-asides.
The scope spans three phases: demolition and removal of the existing geothermal HVAC unit (to be transported intact to the facility's HVAC Department) and proper capping and sealing of the geothermal well field in compliance with local, state, and environmental standards; installation of the new TRANE system with line sets, wiring routing through designated dorm room spaces, and electrical work performed by a licensed electrician meeting local building and electrical codes; and testing, commissioning, and controls verification. The contractor provides all labor, materials, electrical coordination, testing, and site cleanup.
The contract is awarded as a single lump-sum bid to the lowest responsible bidder for fiscal year 2027. Prevailing wage rates for Mercer County apply. Bids must be accompanied by a 10% bid guarantee. The successful bidder must provide a Performance and Payment Bond equal to 100% of the contract price and a Maintenance Bond for one year at 100% of the final contract price. Liquidated damages are 1/20th of 1% of total contract price per calendar day for delays beyond Substantial Completion. Substantial Completion is targeted as soon as possible, with construction commencing on or before September 15, 2026. A pre-bid conference and on-site inspection is scheduled for August 17, 2026 at 10:00 a.m. at Townhouse West (non-mandatory). Written questions are due August 20, 2026 at 4:00 p.m. to Lauren Manning at manningl@tcnj.edu. An addendum is scheduled for August 24, 2026 at 11:00 a.m. Bids remain valid for 60 days following the bid due date.
