About this opportunity

The City of Sanford, Florida Purchasing Division is requesting quotes for 24/7 towing and recovery services for city-owned vehicles and equipment on an as-needed basis under IRFQ 25/26-305, with responses due August 13, 2026 at 2:00 p.m. local time. No set-asides or preferences are stated.

The scope covers light-duty vehicles (10,000 GVW or less), heavy equipment, and Class VII-VIII vehicles across the central Florida area. Required services include standard towing within and outside city limits, axle removal, hourly winching and off-road recovery, and specialized heavy equipment and oversized load transport. The successful vendor must maintain a main office within Sanford city limits and respond to any tow request within 30 minutes. The vendor must be registered in Florida with a minimum three-year operating history and comply with Florida Statute Section 323.002 wreck vendor requirements.

The initial contract term is one year with renewal options extending to a maximum five years. Pricing is firm for the initial year; Consumer Price Index adjustments are permitted prior to renewal periods based on U.S. Bureau of Labor Statistics data. Bidders submit pricing on ten service categories using flat fees and per-mile cost structures.

Responsive bidders must provide proof of insurance naming the city as additional insured, Florida business license, W-9, three references from similar projects within the past three years, and executed affidavits addressing security and public safety, non-collusion, conflict of interest, public entity crimes status, non-segregated facilities, public records, drug-free workplace, non-scrutinized company status, illegal alien worker compliance, E-Verify enrollment, and ADA compliance. The first 90 days constitute a probationary period during which the city may terminate based on performance. The city reserves the right to reject any or all bids and award to the most responsive and responsible bidder in its sole discretion. Responses are submitted to Maria A. Green, Purchasing Coordinator, City of Sanford Purchasing Division.
