About this opportunity

The City of Fairfax, Virginia is requesting sealed bids for a term contract to provide towing and recovery services for City fleet assets under Invitation for Bids QQ 126619, with bids due September 23, 2026. The prime contractor must perform all towing and recovery services directly — no qualified subcontractors are permitted for any portion of work, and the contractor's physical operating facility must be located within 30 miles of 3410 Pickett Road, Fairfax, VA 22030. This direct-performance and facility-location requirement cannot be satisfied through a subcontractor's facility, equipment, vehicle registrations, operator licenses, or past-performance references.

The scope encompasses towing and recovery services for City fleet assets available 24/7, including holidays and inclement weather. Services cover light-duty, medium-duty, and heavy-duty vehicles, with line items for basic towing, winch-out recovery, and specialized recovery operations. The contractor must respond to medium-duty and heavy-duty wrecker requests within one hour. Equipment requirements include minimum 11,000 pounds GVWR with flatbed or wheel-lift configuration for light and medium-duty work, and 35-ton rotating hydraulic boom with dual 35,000-pound winches for heavy-duty services. Pricing must cover towing across multiple vehicle classifications (motorcycles, automobiles, light and medium trucks, fire trucks, transit buses, special vehicles), recovery time on an hourly basis, labor rates for reinstalling driveshafts and axles, heavy-equipment hauling with service charges for move permits and hourly moving rates, and evening, weekend, and holiday surcharges. Bidders must submit pricing for all line items on Attachment 3; selective pricing is not permitted.

The initial contract term runs from December 1, 2026, through November 30, 2029, with two optional one-year renewal periods. Price increases during renewals are capped at the percentage change of the Consumer Price Index-U for the preceding twelve months. Contractors must maintain current Virginia registration and inspection, $1,000,000 combined single-limit automobile liability insurance, $1,000,000 per occurrence commercial general liability insurance, valid wrecker operator licenses, and compliance with federal, state, and local regulations including OSHA and DMV requirements. Addendum #1, issued September 9, 2026, clarified that Line Item 23 on the Price Submission Form represents the evening, weekend, and holiday surcharge.
