About this opportunity
The West Virginia Division of Forestry, Region 2, is requesting sealed bids for tower demolition services (ARFQ 0305 FOR2700000001) with bids due September 9, 2026, at 11:00 a.m. EST. Attendance at a mandatory pre-bid meeting on August 17, 2026, at 11:30 a.m. EST at the Moorefield headquarters is required; failure to attend results in bid disqualification.
The scope is one-time demolition of a 150-foot, four-legged Blawnox radio tower and associated structures on Bald Hill near Romney, West Virginia. Work includes dismantling the tower, antennas, guy wires, equipment cabinets, and microwave dishes; removal and transport of radio equipment, cabling, and electrical components; and site restoration through foundation removal, grading, seeding, and landscaping. Completion is required within 30 working days of receiving a purchase order or notice to proceed. Award goes to the lowest-cost responsive bidder.
A West Virginia Contractor's License is required, and proof must be provided prior to contract award. The awardee must maintain Commercial General Liability Insurance and Automobile Liability Insurance, each in the minimum amount of $1 million per occurrence, throughout the contract term. For bids exceeding $25,000, a bid bond equal to five percent of the total bid amount is mandatory. Pricing must be firm and fixed for the life of the contract with no adjustments. Payment is made in arrears upon receipt of proper invoices, via electronic funds transfer or P-Card, on an F.O.B. destination basis.
Vendors must submit a Drug-Free Workplace Conformance Affidavit in compliance with West Virginia Code 21-1D-5 and complete the required Certified Drug-Free Workplace Report Coversheet documenting drug-testing protocols and results. The State is exempt from sales and use taxes. All bids are public documents subject to disclosure under West Virginia's Freedom of Information Act. Written questions are due August 19, 2026, at 10:00 a.m. EST to Rachel S. Perry at rachel.s.perry@wv.gov. The State reserves the right to reject any bid and cancel the contract upon 30 days' written notice if materials or workmanship do not conform to specifications.
