About this opportunity
The Rose Bowl Operating Company, an operating company of the City of Pasadena, is requesting proposals for comprehensive ticketing services for Major Events (attendance exceeding 20,000 patrons) and select Enterprise Events at Rose Bowl Stadium, with proposals due October 8, 2026 at 2:00 p.m. and a mandatory pre-proposal meeting on September 16, 2026 at 1:00 p.m. The Rose Bowl hosts approximately 25 Major Events annually. A 5-point preference applies to Pasadena-based businesses and certified small or micro-businesses; no set-asides restrict eligibility.
The scope encompasses five operational phases: event ticket planning and onsale preparation, ticket sales management, day-of-event preparation, day-of-event sales operations, and post-event reporting and settlement, plus ticket scanning at entrances and year-round venue ticket management. Proposers must demonstrate relevant experience through five projects of similar scope and size, with verifiable references and complete contract owner contact information.
The initial contract term is one year commencing December 15, 2026, with two optional one-year renewal periods subject to City Manager approval. Service delivery must commence within 90 days of the City purchase order. Contractors are required to make a minimum annual stadium investment of $12,500. Tentative interviews are scheduled for the week of November 9, 2026.
Evaluation weights technical merit and proposed solution at 30 points, experience and references at 20 points, company staffing and project timeline at 20 points, and cost proposal at 20 points, with the 5-point preferences noted above. Proposers must submit a technical proposal (maximum 50 pages) and a separate price proposal using lump-sum or unit pricing; all costs including labor, materials, equipment, insurance, overhead, and subcontractor expenses must be included.
The contract is subject to Pasadena's Living Wage Ordinance (for service contracts exceeding $25,000), Minimum Wage Ordinance, Taxpayer Protection Act, Equal Employment Opportunity requirements, and accessibility compliance. Questions are due September 29, 2026 at 5:00 p.m. Required submissions include conflict-of-interest and disqualification disclosures, relevant experience forms, UEI from SAM.gov, designated representatives and key personnel, non-collusion declarations, and federal lobbying certifications. The City reserves termination rights without cause upon 15 days' written notice.
