About this opportunity
The Los Angeles County Metropolitan Transportation Authority (Metro) is soliciting proposals for a Third Party Administrator (TPA) to deliver conflict claims administration services under RFP PS143950, with proposals due September 8, 2026 at 4:00 p.m. PDT. This is a Small Business Enterprise (SBE) set-aside restricted to SBE-certified firms; proposers must hold current SBE certification in the appropriate NAICS codes and perform and exercise responsibility for at least 30 percent of total contract work with their own workforce.
The scope encompasses comprehensive administrative, operational, and compliance services for Metro's workers' compensation conflict claims program, including claims processing, document management, eligibility determination, recordkeeping, regulatory compliance monitoring, and reporting in accordance with California workers' compensation statutes and industry standards. Personnel requirements include licensed claims adjusters with a minimum of three years of workers' compensation experience and supervisors holding Workers' Compensation Claims Administration (WCCA) or Workers' Compensation Claims Professional (WCCP) certification. Minimum staffing comprises one claims adjuster, one claims supervisor, and one claims assistant, with indemnity adjusters capped at 110–120 open claims. The TPA must maintain General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 per accident), Cyber/Privacy & Network Liability ($2,000,000 per occurrence), Professional Liability ($2,000,000 per occurrence), and Crime Coverage ($1,000,000).
The contract term is three years on a firm fixed unit rate pricing model with pricing structured around estimated indemnity claims (12 per year) and medical-only claims (2 per year). Proposers must complete Form 60 Professional Services Cost-Price Summary with detailed cost breakdowns by labor category, overhead, and other direct costs.
Proposals must be submitted electronically to LiewK@metro.net or bids@metro.net. Kacie Liew is the Contract Administrator (213-922-3968, liewk@metro.net). Small Business Programs questions should be directed to Lisa Tousant at DEODS@metro.net. Amendment 1 was issued on August 26, 2026, and must be acknowledged in Exhibit 5. All required SBE forms (Forms 1–5, SBE Affidavit, SBE Affirmation, Business Data Sheet), ethics declaration, noncollusion affidavit, general certifications, completed-contracts documentation, and 49 CFR Part 655 safety-sensitive functions certification must accompany proposals. Prospective bidders are prohibited from contacting Metro staff, board members, or consultants regarding the project.
