A significant qualification barrier applies: the bidder must be regularly and actively engaged in boiler-burner service for a minimum of ten years within a twenty-five-mile radius of Tewksbury and must employ at least six full-time licensed oil burner service technicians, one licensed electrician, and one licensed plumber, with a minimum of six service trucks available on a full-time basis. The contractor must maintain 24-hour, seven-day-per-week emergency response telephone service and provide at least three references from Massachusetts Public School Departments where the firm served as the primary contractor for at least twelve consecutive months within the past two years.
The scope encompasses routine and emergency inspection, cleaning, repair, preventive maintenance, and combustion efficiency testing for gas-firing burners, light oil and heavy oil-firing burners, cast iron and steel boilers, domestic hot water heaters, oil tanks, and related boiler room equipment at all district facilities. Pricing is structured on hourly rates for fully licensed oil burner service technicians and apprentice oil burner service technicians during standard business hours (Monday–Friday 7:00 a.m. to 5:00 p.m.) and after-hours/weekend/holiday periods, plus a material markup percentage on an estimated $10,000 total material cost over three years. The estimated contract value is less than $390,000. Labor rates shall not be less than prevailing wage rates as determined by the Commissioner of Labor and Industries. Optional site visits may be arranged by contacting 978-360-1492 prior to bid opening. Award shall be made within thirty days of bid opening to the lowest responsible and eligible bidder. Comprehensive insurance and performance bond requirements apply.
